About TVMDL: The Texas A&M Veterinary Medical Diagnostic Laboratory (TVMDL) was first created by the Texas Legislature in 1967 to serve the state’s livestock industry. Now as part of the Texas A&M University System, TVMDL has grown to include two full-service laboratories and two poultry laboratories serving veterinarians, livestock producers, and government agencies across the state and world. TVMDL has proudly served Texas as the state veterinary diagnostic laboratory for over 50 years. Annually, TVMDL performs over 900,000 tests from every state and approximately 17 countries. General Description: The Assistant Agency Director and Chief Financial Officer is the chief financial advisor to the Agency Director (CEO), agency executive staff, and to section leadership across all TVMDL laboratories and sections.  The CFO is a member of the TVMDL executive management team and provides support and counsel to the Director on agency matters. The CFO is responsible for managing all financial resources to provide maximum support to the mission of TVMDL and to ensure that the necessary support services are provided to leadership, and staff in the most effective and efficient manner. The CFO manages all financial activities of the agency, including long and short-range financial planning, budgeting, financial analysis, and provisions for appropriate internal controls and reports to assure compliance with state and federal laws and policies set by the governing board of the institution. 

Key Duties

  • Responsible for the monitoring all financial activity within the agency.  Formulate, analyze, and present financial data in support of the agency’s mission.  Monitor all accounts.
  • Prepare biennial legislative budget requests (LAR) for TVMDL.  Compile financial schedules and supporting documentation for LAR.   Develop projections and analyze financial information. 
  • Prepare the annual operating budget for TVMDL.  Forecast revenues and expenses for the agency.  Prepare monthly, quarterly, and annual reporting for management.  Monitor financial status and respond to changes. Direct and oversee the accounts receivable activities of the agency.  Monitor billing, collection of fees, and actions to be taken on accounts receivable.  Ensure funds are received and deposited.  Monitor aging of accounts and delinquent accounts.
  • Monitor federal cooperative agreements and other contracts and agreements.  Provide fiscal oversight to grants and contracts.  Review proposals, award documents, and perform budget monitoring, ensure compliance with OMB regulations. 
  • Direct and oversee the procurement activities of the agency and preparation of all purchase requisitions for TVMDL.  Enforce state and TAMUS policies and procedures related to procurement.  Ensure HUB program is promoted.  Determine HUB goals and work towards meeting goals.  Ensure HUB reporting requirements are completed.  Approve requisitions and purchase orders.
  • Supervise the accounts payable and travel function at TVMDL.  Make sure the agency is in compliance with state and TAMUS rules and regulations on the disposition of funds.  Approve invoices for all TVMDL locations.
  • Direct and oversee the inventory process for TVMDL.  Maintain records of capital equipment and assist in planning for future capital needs. 
  • Supervise the payroll process for TVMDL.  Ensure costing allocations are prepared in accordance with AgriLife, and TAMUS procedures.  Monitor fiscal impact and track salary, savings, and expenses.  Monitor the biweekly and monthly payroll process.  Serve as approver of all biweekly and monthly payroll submissions.  Ensure lump sum vacation payment are made.     
  • Establish and maintain strong relationships with TVMDL Executive Committee to identify needs and provide financial support to sections.  Prepare various reports, work on special projects and assignments as assigned by the Director of TVMDL.           
  • Represent TVMDL in matters related to the business and financial management of the institution, including liaison with System members, the System Offices, and state and federal agencies.  Develop and approve all TVMDL financial and business policies and procedures. Design, implement, and operate the agency’s internal control system to assure financial integrity and to assure all corporate fiduciary responsibilities are met. Supervises assigned staff. 
  • Coordinate and supervise development of institutional short and long-range operating capital and forecast budgets as well as the short and long-range operating strategies for support activities provided across the university.
  • Responsible for Quality Assurance and Safety programs as applicable to fiscal matters. Ensure Standard Operating Procedures (SOP’s) are up to date.  Oversee training on fiscal matters.
  • Performs other job related duties as required.

Required Education: Bachelor’s degree in applicable field or equivalent combination of education and experience.

Required Experience: Six years of related experience in program management and development, personnel, and budget operations.

Required Knowledge, Skills and Abilities: Ability to multitask and work cooperatively with others. Excellent verbal and written communication skills. Strong analytical, interpersonal, organizational, and project management skills.

Preferred Education:  Master’s degree in business, finance, accounting, or related field.

Preferred Experience:  Eight years progressively responsible experience dealing with all aspects of financial management and administration in higher education, state government, or a comprehensive public or private sector organization. 

Preferred Licenses, Certifications, or Registrations: CPA or MBA

Preferred Knowledge:  Texas A&M System applications: FAMIS, Business Objects, Aggie Buy, Concur, Workday, and MAESTRO; knowledge of the operation and interaction of Texas A&M University, Texas A&M AgriLife, and Texas A&M System Offices; knowledge of higher education and state agency funding in Texas.

Preferred Skills:  Advanced knowledge of Microsoft Excel and business intelligence systems; exceptional skill in oral and written communication.

Preferred Abilities: Ability to multi-task and work cooperatively with others. Ability to creatively design and implement new programs; demonstrated leadership ability; ability to work effectively under pressure and accomplish strategic objectives.
