Job Purpose

The staff will manage the overall operational management for security services (car park management, physical security/protection measures, liaison with law enforcement agencies, access management, guarding services and traffic management) in the organization to ensure that its operational support capabilities and standards are maintained for the safety of students, staff and public. This encompass conducting feasibility studies, budgeting, funding approval, design, project programming, procurement, regulatory compliance, design review, quality assurance and project delivery for successful handover.

He/she will also be required to understand emerging security Threat, Vulnerability and Risk Assessment (TVRA) by conducting regular review and audit on measures, procedures and system that have been put in place and to be aware of the trend and industry practice. He/ She will plan and drive initiatives to enhance effectiveness and efficiency of divisional policies, processes and system and implement projects to support the operations and services of SIT in its current campuses and new Campus.

Key Responsibilities

  • Work collaboratively with outsourced security vendors in managing campus security operations and ensuring the security KPIs and SLA are met
  • Conduct security assessments in all SIT properties to examine the adequacy of existing security measures and make recommendations to mitigate the threats and vulnerabilities
  • Review security emergency plans and coordinate with key stakeholders to validate the plans
  • Participate in the sourcing, planning, development and implementation of Integrated Security Management System (ISMS) solutions with main focus on security and surveillance systems so as to enhance productivity and efficiency of operations
  • Maintain a comprehensive system architecture of all security and surveillance systems and keeping track of all equipment installed to facilitate monitoring of timely preventive maintenance and repair works throughout their product lifecycles
  • Maintain information regarding security matters with sensitivity and in accordance with SIT’s PDPA requirement; and conduct incident investigations and liaise with the police and/or SCDF, as and when required
  • Provide technical advice on security systems design to stakeholders involved in renovation projects, and evaluate consultants’ proposals and specifications before tenders are published
  • Attend meetings and to carry out inspections on site for security implementation/ enhancement to ensure that the works carried out by the contractors are in accordance with the technical specification and are completed on time and within budget
  • Manage all campus security related procurement, equipment and services etc, and ensure timely renewals or calling of new tenders, including post-award contract administration
  • Undertake any other tasks or responsibilities as required by Management in the course of work

Job Requirements

  • Minimum 5 years of relevant experience in security operations with recognized certification/ degree, preferably in security related or education industry
  • Proven track record in managing functions such as policy, planning and project management
  • Self-driven, resourceful team player with good analytical, communication, writing and interpersonal and change management skills
  • Proficiency in MS Office applications and good understanding of local laws, and security system is preferred
  • Understand all aspects of TVRA, SPP, PLRD and WSH requirements
