About the position

Skatteforsk – Centre for Tax Research , is a vibrant and expanding international research centre hosted by the School of Economics and Business at NMBU and directed by Professor Annette Alstadsæter.

We have a vacant temporary position as Dissemination Advisor. The position has a duration of two years, with possibility for extension.

The position’s main responsibility will be to help us increase the knowledge in developing countries about the Atlas of the Offshore World , and the research connected to it. Increased knowledge entails presentations to relevant actors and increased use/reference to our research in policy discussions at the national and/or international level.

The Atlas is a project financed by NORAD and carried out through a collaboration with the EU Tax Observatory, an independent research center based in Paris and led by Gabriel Zucman, one of the world’s leading authorities on inequality and tax evasion. The Atlas offers up-to-date information about the dynamic of profit shifting by multinational companies and the scope of financial and real estate offshore wealth.

We are looking for a candidate with a strong interest in tax and development issues and a desire to help us expand our networks and disseminate fact-based information to inform political debates. Having experience with policy work or engagement through civil society organizations is an asset.

As the project evolves, and dissemination expands, the tasks may be revised to attend to other project needs related to either policy or communication work.


Main tasks
  • Mapping and establishing connections with stakeholders relevant to the Atlas project and creating dissemination material tailored to their specific needs.
  • Responsibility for increased social media outreach with a focus on reaching tax administrations, policy makers and civil society in developing countries.
  • Support in mapping and following-up dissemination arenas, relevant to the project, in developing countries.
  • Support role in an upcoming video dissemination project. Including: providing creative input in the production phase, supporting the dissemination of the video material to schools in Norway and abroad, and dissemination of the accompanying teaching material in developing countries.
  • Monitoring of policy issues related to the Global Tax Evasion Report 2024. With a special focus on Norway’s foreign affairs agenda towards developing countries.
  • Monitoring tax processes of relevance to the financing of the sustainable development goals in developing countries. This includes but isn’t limited to the UN discussions on a tax convention.
  • Administrative support to Skatteforsk’s Outreach Director (OD). This includes contact and follow-up with relevant stakeholders in Norway and abroad, as well as aiding in the reporting processes of the grant.
  • Collaboration with the Atlas team at the EU Tax Observatory, the World Bank and with other global partners, in collaboration with Skatteforsk’s OD.

Competence

Education Requirements:

  • Relevant university degree within social sciences. For example, communication, political science, or economics (preferably at master’s level)
  • Relevant experience with dissemination or policy work.

You need to:

  • Have excellent networking abilities.
  • Have the ability to communicate fluently in English (written and orally).

The following experiences and skill will be emphasized:

  • Experience participating in international fora.
  • Experience with project reporting.
  • Experience with policy analysis and/or stakeholders mapping.
  • Experience disseminating research results or facts-based arguments to public officials or politicians.

Communicating fluently in Norwegian is an advantage, but not a requirement.


Remuneration and further information

The position is placed in the government pay scale position 1434 Rådgiver (ltr. 51-65. NOK 509.300,- to 635.400,-) or 1364 Seniorrådgiver (ltr. 60-70. NOK 584.500,- to 692.400) depending on qualifications. A higher salary can be considered for specially qualified applicants.
