Expression of Interest – Pro Vice-Chancellor, Global Partnerships: 1FTE

Appropriately qualified and experienced academic staff are invited to submit their Expression of Interest for the role of Pro Vice-Chancellor, Global Partnerships.

The newly created role of Pro Vice-Chancellor, Global Partnerships (PVCGP) is a senior leadership role at the University. The PVCGP will report to and support the Deputy Vice-Chancellor (Research, Enterprise and international) in the management of the Transnational Education (TNE) and Global Partnership strategies.

The PVCGP will have responsibility for providing leadership in the development and delivery of the University’s TNE strategy and international partnership strategy. The role, in collaboration with leadership across the University, will drive a step change in strategy, culture, systems and processes, positioning Western as ‘one university with a global footprint’.

The PVCGP will be required to influence and motivate staff across the University and will deliver increased international partnership outcomes against key internal and external performance metrics. The PVCGP will work collaboratively with the University community to lead the development of partnerships and global activities that drive Western’s international strategic vision in adherence to institutional, national and international regulatory and legislative requirements and government approvals.

Specific accountabilities of this role include:

Strategic Initiatives, Advice and Direction

  • Lead high level conceptualisation, development and implementation of the Transnational Education (TNE) and Global Partnership strategy/ies
  • Lead the development of business cases and due diligence activities which adhere to institutional, national and international regulatory and legislative environments, including government approvals where appropriate.
  • Provide advice to the Senior Executive in relation to strategic directions, initiatives and the implementation of the strategy.
  • Provide high-level strategic advice on government, sector and institutional policies and procedures in relation to TNE and Global Partnerships.
  • Provide strategic academic planning advice and the selection of program offerings, quality delivery models, student success, accreditation implications and engagement and consultation with stakeholders across the institution.
  • Conceptualise service, student support and delivery models to ensure student success and consistency of approaches and student experiences across different countries and jurisdictions.
  • Provide strategic oversight of international aspirations of the University to facilitate staff and student mobility and engagement frameworks across the global network.
  • Provide high level advice on articulation and pathway arrangements to ensure optimal pipeline opportunities to increase revenue and load through TNE and Global Partnership initiatives
  • Provide strategic advice and facilitate international delegations and missions to advance the TNE and Global Partnership agenda and strategy/ies.

Governance, Compliance, Risk and Quality Assurance
  • Develop an institutional approach to Transnational Education and Global Partnerships, from inception to realisation, quality assurance, evaluation, risk management, performance evaluation and review.
  • Provide strategic leadership of systematic quality assurance, cyclical reviews and improvement processes to ensure meeting compliance obligations on and offshore.
  • Provide strategic leadership on the Higher Education Standards to ensure the quality of academic programs and offerings and the student experience across TNE initiatives and partnerships.
  • Oversight and provision of strategic advice in relation to corporate and academic governance arrangements of TNE arrangements and partnerships.
  • Provide high level advice on agreements and contractual arrangements required for TNE initiatives to ensure meeting of obligations, including renewals and variations as required.
  • Oversight of national onshore international delivery partners to ensure optimisation of pipeline arrangements, pathways and articulations to the University.

Stakeholder Engagement and Management

  • Collaborate with key stakeholders across the institution to increase awareness of the TNE and Global Partnership strategies and ensure academic input and a quality student experience.
  • Strategic collaboration with the International Recruitment function to ensure appropriate recruitment activities and strategies are implemented to realise achievement of recruitment targets and performance metrics.

Financial Management & Reporting
  • Prepare, present and inform reports and submissions to various high level University governance structures, partners, governments / ministries and external partner institutions / organisations.
  • Conduct high-level financial analysis and reporting of project viability to inform decision making for TNE initiatives and project, as well as informing business plans.

Leadership and People Management
  • Provide supervision and leadership of staff to ensure high performance by developing appropriate performance and development plans and conducting regular reviews.
  • Manage for excellent performance and delivery, using effective mechanisms for performance measurement and resolving issues via appropriate processes in accordance with University policy.
  • High level management of relevant projects including team/project budgets, procurement processes and recruitment.

Eligibility

To be eligible for the role of PVC, Global Partnerships, applicants must:


  • Currently hold the title of Associate Professor or above;
  • Have a demonstrated ability for high-level consultation, facilitation and negotiation skills to manage competing priorities across multiple internal and external (including international) stakeholders;
  • Possess a broad understanding of international funding and partnership landscapes;
  • Understanding of changes currently occurring within the sector and beyond which impact and/or present opportunities for the University in Transnational Education and International partnerships;
  • Have the ability to think broadly and have an understanding of disciplinary and cultural differences;
  • Reflect the ability to inspire teams and encourage shared commitment; and
  • Be and innovative and strategic thinker and operator.
