Primary Purpose of Organizational Unit
The Division of Human Resources and Equal Opportunity and Compliance provides the University with a full range of Human Resources, Equal Opportunity, and Title IX programs and services to support the University’s teaching, research, and public service mission. The division develops and implements strategies and initiatives that will strengthen and support the University’s workforce and its ongoing commitment to maintaining equal opportunity and diversity in all its operations and programs. The Equal Opportunity and Compliance Office (EOC) is UNC-Chapel Hill’s designated, central office for addressing issues related to discrimination and harassment based on any protected status, including sexual assault, sexual violence, interpersonal violence, and stalking, as well as retaliation and other related misconduct. EOC addresses all matters related to compliance with relevant education and employment laws and regulations, including Title IX of the Education Amendments of 1972, Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, and other related laws. EOC’s compliance efforts include creating, implementing, and enforcing University policies that promote an equitable, inclusive, and welcoming campus community; providing accommodations for students and employees based on protected status; handling matters related to equal employment opportunities; and providing educational programs and consulting services in these areas across campus.
Position Summary
The Equal Opportunity and Compliance Office’s (EOC) Senior Case Management and Compliance Manager will be charged with supporting the Associate Vice Chancellor for Equal Opportunity and Compliance/Title IX Coordinator (AVC/TIXC), Director of Report and Response, and Director of Equal Opportunity/ADA Coordinator with project management, training, and accommodations support. The Senior Case Management and Compliance Manager will lead unit-wide compliance initiatives related to training, NCAA compliance, Office of Sponsored Research compliance, and reporting obligations. The Senior Case Management and Compliance Manager will also serve as the EOC’s primary liaison to the Carolina Community Academy. EOC seeks an experienced professional with excellent project-management, organizational, analytical, writing, policy interpretation and application, and interpersonal skills to serve as the Senior Case Management and Compliance Manager and support the University’s commitment to complying with state and federal discrimination laws.
The duties of the Senior Case Management and Compliance Manager include, but are not limited to, the following:
* Carry out the EOC’s compliance responsibilities related to NCAA sexual violence policies, Office of Sponsored Research intersections with civil rights laws, the Carolina Community Academy, Ethicspoint, and other campus partners;
* Designing, implementing, and managing processes for internal EOC compliance obligations;
* Training management, including management of the Responsible Employee training process, serving as the EOC’s primary Carolina Talent learning administrator, oversight of the EOC’s provision of training, and management of internal training completion;
* Designing EOC trainings;
* Case management, including oversight, in partnership with other senior staff, of the closure and documentation of cases in the EOC’s case management system to ensure compliance with reporting obligations;
* Project management, including management and implementation of EOC initiatives to respond to internal or external compliance obligations.
* Consultation with campus stakeholders on matters under EOC’s purview.
Minimum Education and Experience Requirements
Relevant post-Baccalaureate degree required (or foreign degree equivalent); for candidates demonstrating comparable independent educational or instructional activities associated with the delivery and/or management of student support functions, will accept a relevant Bachelor’s degree (or foreign degree equivalent) and at least 1 year of relevant experience in substitution.
Required Qualifications, Competencies, and Experience
* A minimum of five years of progressively responsible experience in the field of Title IX and anti-discrimination law, including the ADA and PWFA, compliance.
* Demonstrated knowledge of and ability to interpret federal and state equal opportunity and non-discrimination laws and regulations, including Title IX, VAWA, FERPA, Title VII and other applicable laws and regulations is required.
* Demonstrated knowledge of NCAA requirements related to sexual misconduct.
* Experience in working in compliance efforts and creating stakeholder buy-in at a large, complex research institution.
* Demonstrated understanding of relationship between the University’s research enterprise and anti-discrimination laws.
* Experiencing in developing trainings related to content in EOC’s purview, tailored to specific audiences and training goals.
* Experience in Title IX and EO case management and demonstrated ability to make independent decisions regarding appropriate case resolution and documentation meeting federal compliance standards.
* Technical ability to use and manage the EOC’s case management system and the University’s CarolinaTalent platform.
* Demonstrated ability to bring peers and campus constituents into compliance with training obligations and ability to communicate directly and professionally regarding the same.
* Strong organization, planning, analytical and problem resolution abilities.
* Demonstrated ability to communicate effectively both verbally and in writing.
* Demonstrated ability to manage multiple projects and deadlines simultaneously.
* Excellent interpersonal skills.
* The ability to understand the needs of the University and to work collaboratively with students, faculty, staff, administrators and community partners.
* Demonstrated ability to exercise independent and mature judgment, maintain objectivity, and safeguard confidential and sensitive information.
* A sense of urgency in approaching responsibilities considering federal anti-discrimination laws and guidance.
* Master’s degree in student affairs, higher education administration, human resources, or other relevant discipline is required.
Preferred Qualifications, Competencies, and Experience
Familiarity with the University of North Carolina at Chapel Hill’s EOC operations is strongly preferred.

Campus Security Authority Responsibilities

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
