Under general direction, the Safety Professional 2 regularly performs professional level program administration and management of a specific program, as well as directly supporting the University of Washington’s Hazardous Waste and Pollution Prevention operations. They participate in related activities of a non-routine nature such as chemical safety training, chemical spill advice, hazardous materials shipping assistance and training that require independent judgement and decision making. They are also members of the University's Pre-Entry Assessment Team (PEAT) for any disaster response.

The Safety Professional 2 must successfully pass a pre-employment medical evaluation for wearing a respirator and lifting capabilities. The Safety Professional 2 must be able to lift up to 45 pounds from floor to waist level, transfer up to 80 pounds from surface to surface, and push up to 650 pounds on a cart without complications. The Safety Professional 2 must be able to use a drum dolly, electronic drum lifter and various mechanical devices to move large, heavy items out in the field and at the ESSB. During some procedures, the Safety Professional 2 will be required to wear person protective equipment (including ½ or full-face respirators and Self-Contained Breathing Apparatus).  The Safety Professional 2 will be a member of the Pre-Entry Assessment Team. The Safety Professional 2 must adhere to departmental safety practices at all times.

DUTIES AND RESPONSIBILITIES

Hazardous Waste Program:  50%

• Designate chemical wastes according to Washington State Department of Ecology (WSDOE), Environmental Protection Agency (EPA) and Department of Transportation (DOT) regulations and scientific resources. Coordinate with UW employees to gather required information regarding wastes. Help maintain the waste database.
• Perform chemical waste collections: Coordinate with UW employees and contractors to schedule waste collections. Visually inspect waste containers to be collected to ensure compliance with University and WSDOE requirements. Survey generators' waste management practices and discuss any deficiencies with generators.
• Transport hazardous waste: Package, organize and secure the vehicle's load. Prepare DOT records for transport. Transport materials to ESSB along assigned routes. Collect waste containers and properly package the waste for transport according to DOT regulations.
• Process hazardous waste: Weigh and callslip wastes and place them in appropriate storage areas according to their hazards and WDOE standards. Bulk or Labpack wastes according to EPA, WDOE and DOT regulations. Determine which wastes are to be bulked for cost effective waste disposal.

Specific Program oversight (will work with one or more of these 4 programs):  35%

• Universal Waste/Recycling Program:   The Safety Professional 2 responsible for this program regularly performs the administration functions and management of the Universities’ Universal Waste Program.  This includes scheduling with our recycling vendors all pickups of lead acid batteries and fluorescent light tubes, as well as oversight of our own mixed battery shipments to their facility.  They manage the scrap metal, scrap drums, precious metal reclamation and recycled drum & pallet programs.   They are responsible for managing all the required documentation (drum sheets, manifests, etc.) as well as reviewing invoices.  They develop all necessary training documents, as well as provide training to staff and offsite generators as required.  They ensure that this program conforms to all institutional and departmental policies and regulations as well as all required county, state and Federal regulations governing the management of hazardous wastes.

• Disaster Preparedness Program (PEAT):    The Safety Professional 2 responsible for this program regularly performs the administrative functions and logistical management of the University’s Pre-Entry Assessment Team (PEAT).  This includes working with the PEAT Team Leader in drill coordination and planning, setting drill objectives and goals, as well as making sure all required prior notifications have been made.  They are responsible for the required, monthly SCBA inspections, the calibration and management of all chemical & radiation detection meters, and ensuring all SCBA tanks are full and ready for use.  They manage the logistics of all PEAT supplies located in the trailer, storage shed or storage unit at the ESOB, and ensure adequate inventory is on hand for PEAT operations.  They also oversee our emergency communication equipment (radios) to ensure they are fully charged and properly functioning.  They manage all required record keeping (inspection logs, training records, site safety plans and SOPs) as well as create training documents and SOPs. They are responsible for periodic SOP review and updates. The EH&S Technologist responsible for this program is “Train the Trainer” certified in hazardous waste operations and will be the lead instructor for our required, annual HAZWOPER course.

• Offsite Facility Management Program:    The Safety Professional 2 responsible for this program regularly perform the administrative functions and logistical management of the University’s many offsite (non-UW Seattle) facilities.  They are responsible for the required, weekly inspections of our hazardous waste satellite accumulation rooms, as well as the required documentation, record keeping and correspondence associated with the inspections.  They identify, record and correct all items found to be out of compliance. They monitor the waste inventory at those locations, which includes inventory record keeping and correspondence, and manage the inventory data reconciliation required for annual reporting.  They are responsible for managing the logistical needs and requirements of our hazardous waste satellite accumulation rooms.  They work with the Shipping Coordinator on the oversight of a facility’s hazardous waste generator status, as well as monitor and review the waste streams to maintain its current generator status.  They provide outreach and training on hazardous waste management at offsite facilities, as well as develop any needed training resources. They help provide assistance during any regulatory inspections, be it Department of Transportation or the Department of Ecology.

• Hazardous Waste Central Accumulation Facility (ESSB) Program:    The Safety Professional 2 responsible for this program regularly performs the administrative functions and logistical management of the University’s Environmental Safety Storage Building.  They are responsible for the weekly inspection of our storage rooms, drums, containers and safety systems, as required by the Washington State Department of Ecology.  They manage all required facility records (inspections, incident reports, etc.) as well as maintain the facility’s contingency plan.  They provide facility training to staff and contractors.  They schedule all required repairs and preventive maintenance with UW Facilities Services, as well as be the facility contact person for all regulatory compliance inspections (Seattle Fire Department, Washington State Department of Ecology, King County etc.)  They maintain the facility sewer discharge log in keeping with our sewer discharge permit.  They are responsible for inventory control at the ESSB, and keeping track of all the logistical needs of the facility.  They develop and maintain all facility use SOPs in regards to waste handling, bulking and storage.  They are the contact person with UW motor pool for all our vehicles and will facilitate all requests for service/maintenance.

Chemical Spill Assistance/Disaster Planning and Operations: 10%

• Participate on the Chemical Spill Advice Team. During business hours, provide guidance to UW employees regarding chemical spill prevention and cleanup. Refer to and consult with other EH&S employees regarding chemical exposures. Contribute to maintenance and development of the spill advice Standard Operating Protocols/Procedures (SOPs). Coordinate with spill response contractor.
• Maintain an active role in the University's Pre-Entry Assessment Team (PEAT). Develop and maintain many other SOPs as necessary or required. Provide input on Environmental Programs section emergency plan.

Chemical Safety Training and Outreach: 5%

• Develop and conduct the University laboratory chemical safety class and/or the University hazardous materials shipping and transport class.
• Participate in the planning and preparation of outreach materials regarding hazardous waste and chemical safety, including manuals, handouts and the EH&S website.

MINIMUM REQUIREMENTS

A Bachelor's Degree with major study in safety management, safety engineering, biological or physical science, or closely related field; AND three years of professional experience in environmental health and safety programs. A Master's Degree with major study in safety program management, safety engineering, or closely related field may be substituted for two years of the above professional work experience requirement.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

DESIRED QUALIFICATIONS

• Experience with Hazardous Materials and or Waste Management preferred.
• Certified Hazardous Materials Manager (CHMM).
