Job Summary
The Assistant Commissioner, Data Systems (AC, Data Systems) is the systems manager of the Office of Research and Data Science (ORDS) data systems assets, including: the Utah Data Research Center (UDRC), the institutional Utah System of Higher Education (USHE) data system, and the future transactional UDRC data system.
The AC, Data Systems oversees the compute infrastructure and data access processes to drive data privacy, security, and integrity. This position receives little technical support from management and must be comfortable supporting disaggregated compute (cloud native, hybrid web, and client analytics) meeting a diverse research and development staff in the languages best suited to the task (Typescript, Java, Python, R). The AC, Data Systems will need the required expertise to lead continuous improvement and architecture initiatives throughout the lifecycle of the system. The role requires a considerable project/product management background. In addition, this role manages direct report (data engineers) and is tasked with the development, project management, and oversight of these direct reports.
This is a time limited position with an end date on or before September 2027 based on business needs. This position is funded by one-time funds at an annual pay rate of $120,751.00 for the duration of the position; meaning, this position is not eligible for state appropriated annual increases.

  • Participates in the creation and execution of strategy, including validating strategies and adjusting depending on results
  • Makes asynchronous coordinated decisions as part of their day-to-day operations commensurate with their job scope
  • Identifies operational issues, conceptualizes and evaluates solutions, and coordinates with SAC for execution 
  • Real time system health monitoring from data to user
  • Managing ingest of raw data through the UDRC’s matching and de-identification processes to ultimately make it available and useful for researchers in the production data warehouse
  • Developing ML algorithms to make UDRC data more useful to in-house and external data requestors
  • Building and optimizing computational pipelines that allow messy raw data to be turned into research and policy insights
  • Monitoring algorithm performance and stability of the UDRC data system and communicating issues to management
  • Testing new data pipeline or workflow processes
  • Develop and lead a data systems team capable of effectively delivering engineering, support, and quality initiatives
  • Coordinate, communicate, reach consensus with ORDS management
  • Liaison with partner technical agencies for the general management and support of the systems.
  • Be data system support for the UDRC research team and be a subject matter expert on the UDRC cloud architecture and data availability
  • Review and validate the proper functioning of the ORDS data systems
  • Research new methods for the creation of the ORDS data systems outputs, and implement improvements
  • Project/product manage an improvement as outcome of research and development
  • Manage the data systems team, develop, mentor, and overview talent
  • Review, update, and or create documentation for all relevant ORDS data system operationalized code
  • Leading continuous education initiatives for self and the data systems team
  • Prioritizes work to complete tasks in an efficient manner
  • Expanding knowledge by engaging in self-study and attending relevant conferences and trainings
  • Prioritizing work to complete tasks in an efficient manner
  • Communicating receipt of new data or data issues with stakeholders
  • Fulfilling data requests with outside data requestors
  • Ability to perform all other tasks as assigned

Skills
  • Ability to manage, mentor, and develop relevant personnel
  • Experience with security protocols and best practices
  • Experience with batch data processing with Apache Beam. GCP Dataflow experience preferred
  • Experience with NoSQL document databases such as MongoDB or GCP Firestore
  • Project Management Professional (PMP) or similar experience preferred
  • Experience developing ML algorithms to improve data warehouse architecture in a cloud system (preferably GCP)
  • Experience reading and writing Python, SQL, R, and Java
  • Experience testing and optimizing data warehouse pipelines
  • Ability to maintain the highest degree of confidentiality
  • Experience with Continuous Integration (CI/CD) systems such as Github Actions, Jenkins
  • Experience with infrastructure specifications in Terraform or similar
  • Ability to maintain version control over multiple code and data repositories
  • Ability to communicate effectively with developers and stakeholders
  • Experience working effectively without close supervision
  • Experience with cloud architecture design
  • A commitment to continuously improving processes to increase efficiency and effectiveness
  • Strong workload management skills and abilities, with an emphasis on the ability to prioritize and attention to detail
Minimum Qualifications
  • Master’s degree, equivalent work experience in a related field will be considered (2 years’ experience is equivalent to one year of education)
  • 8 years’ experience in a related field
Preferences
Preference will be given to applicants who meet one or more of the skills below:
  • Graduate Education; PhD (one year of graduate education experience is equivalent to one year of work experience)
  • Management experience
