Organizational Overview:

BNL’s Work Planning and Control program ensures that work is planned and performed safely and in compliance with OSHA and DOE requirements using the principles of DOE Order 450.2, Integrated Safety Management, BNL’s Conduct of Operations program implements DOE Order (O) 422.1, Conduct of Operations. These programs are supported by Lab level procedures that define how work is planned and conducted at the Laboratory. The successful candidate will be distinguished in overseeing these programs and have an effective track record of program development, implementation, and improvement, at both the institutional and organizational levels.

Brookhaven National Laboratory seeks an outstanding leader for the position of Manager, Work Planning and Conduct of Operations. This position will report to the Nuclear Safety Division Manager within the ESH Directorate.

Essential Duties and Responsibilities:

  • Provide leadership, direction, and oversight of the Laboratory’s Work Planning and Control and Conduct of Operations programs.

  • Support the Laboratory staff in the implementation of the program requirements by providing “in-the-field” oversight of the programs with a strong field presence.

  • Implement requirements and provide guidance for Conduct of Operations at DOE facilities, including formal documentation, practices, and actions implementing disciplined and structured operations that support mission success and promote worker, public, and environmental protection.

  • Chair the Conduct of Operations Review Board Committee which determines the applicability of a formal Conduct of Operations program for the Laboratory’s operating organizations and supporting organizations in the development of a Conduct of Operations Matrix in accordance with DOE O 422.1.

  • Establish and oversee implementation of Work Planning and Control requirements at the Laboratory so that all work is properly planned and performed by using a level of planning commensurate to the hazards, job complexities, and work coordination needs.

  • Ensure that the principles of DOE Order 450.2, Integrated Safety Management are integrated into the Work Planning and Control and Conduct of Operations programs.

  • Develop plans and budgets for implementation of the Work Planning and Control and Conduct of Operations programs.

  • Conduct assessments of activities for the programs’ elements to provide reasonable assurance that the Laboratory is effectively managing risk to meet current and future mission needs.

  • Engage internal stakeholders in the development and implementation of the programs, as well as the identification and implementation of continuous improvement opportunities.

  • Participate in Communities of Practice (CoP) groups with counterparts from other DOE laboratories to share best practices and knowledge.

  • Engage with the Department of Energy’s (DOE) Brookhaven Site Office (BHSO) counterpart(s) to ensure satisfactory implementation of DOE orders and contractual requirements.

  • Review and update several Standard-based Management Systems including Conduct of Operations, Work Planning and Control, and Stop Work.

Position Requirements:     

Required Knowledge, Skills, and Abilities:

  • Bachelor’s degree in process management, engineering, science, or related field.

  • Minimum of 10 years of experience, preferably at a Federally Funded Research & Development Center (FFR DC), with at least 5 years of progressive experience in operations, and/or work planning and control.

  • Ability to interpret requirements, translate them into processes and procedures, and oversee successful implementation.

  • Successful implementation of work planning and control programs that ensure that work is planned, hazards are identified and mitigated, and work is performed within controls.

  • Possess the ability and experience that demonstrate the critical importance of safety and continuous improvement.

  • Strong leadership, communication, decision-making, problem-solving and strategic thinking skills.

  • Ability to provide just-in-time coaching and mentoring to staff at all levels (individual contributors, first-line supervisors, general managers).

  • Ability to develop and maintain trust and confidence.

  • Strong interpersonal skills to successfully interact with all levels of staff within the Laboratory.

  • Ability to work reliably under pressure to produce timely, accurate information and a willingness to innovate, where necessary, to bring about the desired results.

Preferred Knowledge and Skills:

  • Experience implementing DOE Order (O) 422.1, Conduct of Operations, including effectively and efficiently operating within an established operational safety envelope.

  • Experience implementing DOE Order 450.2, Integrated Safety Management, into work planning and control.

  • Experience in nuclear safety and/or accelerator safety,

  • Must possess management acumen with the interpretive ability to pro-actively identify strategic and operational issues and solve problems.

  • Working knowledge of, and familiarity implementing, Work Planning & Control Processes, Conduct of Operations Matrices, and a graded approach to requirements.

  • Experience interpreting the requirements of the 18 elements of the Conduct of Operations Matrix (Matrix), as well as their requirements and attributes.

  • Experience developing and implementing processes to improve operational discipline and human performance.

Brookhaven National Laboratory is committed to providing fair, competitive, and market-informed compensation.  The full salary range for this position is $121700 - $194250 / year. Salary offers will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.
