Summary of Duties:

Under the direction of the Department Director, manages Maintenance Services Unit operations, to include; Building maintenance, HVAC controls, and life safety services, and motor pool/grounds equipment at WSU Health Sciences, Spokane and other areas as needed. 
Provides leadership, oversight, and is accountable for the allocation of resources while also responsible for program results. Responsible for project management; ensuring projects are completed in a timely and accurate manner, facilitating productive communication while providing project updates at established intervals, ensuring safety protocols are followed and safety concerns are addressed. Monitors and controls the Maintenance Services Unit’s budget, while also assisting with budget development for the department.
Duties include personally developing and administering maintenance, control, and life safety policies, procedures, record keeping systems, communications, and responding as needed to campus and building maintenance concerns and/or emergencies at all hours.


Duties & Responsibilities Include:

Supervision: 65%

  • Provide and oversee supervision of Maintenance Services personnel; which includes work allocation, training, corrective and disciplinary action, problem solving and conflict resolution.
  • Daily evaluate work and prioritize based on safety concerns, research needs and preventive maintenance.
  • Supervises, trains, mentors, evaluates, and holds accountable multiple positions. Takes corrective action if performance is not acceptable.
  • Coach employees as needed; communicate, set performance goals, and provide constructive feedback to employees and supervisors.
  • Maintain and provide on-call campus needs relating to Maintenance Services; assess and adjust maintenance work schedules as needed.
  • Responsible to maintain on-call staffing priority schedule and be first to respond as needed to campus and building maintenance concerns and/or emergencies at all hours.
  • Monitor departmental and individual compliance with local, state, and federal codes and safety requirements that pertain to maintenance activities.
  • Manage and present training programs for other personnel. Research learning opportunities for employees to develop skill sets and knowledge of HVAC and other systems used in facilities.
  • Assess departmental training needs for maintenance, code compliance, and safety; determine training requirements for new maintenance employees, maintenance staff, and maintenance supervisors.
  • Monitor and assess the work of external contractors to ensure terms of agreements are met and work is completed satisfactorily. Ensure tools and equipment are in place for the Maintenance Services team to complete their work.
  • Strengthen and promote an environment that focuses on safety culture; ensure employees are aware of all safety protocols and how to report issues; address all safety concerns immediately.
  • Provide a continuous-improvement mindset; encourage collaboration and effective communication to streamline work processes, improve maintenance strategies, and reduce waste of time and material resources.

Budget & Purchasing: 15%

  • Analyze maintenance cost for buildings, systems, and equipment; analyze and forecast annual maintenance costs for planning and budgeting purposes. Prepare detailed reports for administration review.
  • Participate in the development and administration of the maintenance budget; coordinate the allocation of resources following budget approval; recommend approval of expenditures.
  • Maintain records of expenditures; collaborate with other department personnel to ensure budget plans are being met.
  • Manage inventory purchasing and requisitions. Maintain records of supplies used and supplies on-hand. Follow up with staff to ensure that all materials and supplies ordered have arrived and are accounted for.
  • Maintain detailed records of the work performed. Update, modify, and maintain work logs in the Facilities Work Order Management System.

Project Administration: 10%

  • Make independent decisions, own/develop/lead projects, and provide the creation of ideas among staff and the entire WSU Health Sciences, Spokane community; while also providing the required effective leadership to establish, maintain, and conclude such matters.
  • Maintains a high-profile in the WSU Health Sciences community, striving to make frequent contact with administrators, faculty, staff, students, and external agencies to share information and engage in active problem-solving
  • Research replacement options and plan for future building, system and equipment updates, retrofits, and replacements. Estimate costs for equipment, time and labor and present information to director/administration.
  • Collaborate with Facilities and Capital Planning when new construction or renovations occur. Review construction plans and blueprints to ensure continuity between maintenance mechanic teams and control technician teams.
  • Create work plans for renovations and repairs of buildings, systems, and equipment to ensure that work has minimal impact on the campus community. Assess the implementation of work plans and evaluate and apply changes needed during the construction or renovation process.
  • Monitor project and alteration work order requests, assign and distribute tasks according to departmental, campus, and WSU global priorities
  • Coordinate staffing to ensure the timely completion of approved work order requests and projects; redistribute work assignments as needed to ensure priority work is completed in a timely manner.
  • Establish an effective and ongoing preventive maintenance program with the goal of improving performance and safety of campus systems and equipment, reducing cost and waste from critical component or equipment failure, and streamlining preventive maintenance policies and procedures.

Maintenance & Repair: 5%

  • Subject matter expert (SME) maintenance and repair. Assist, train, and develop employee skill sets concerning the maintenance and repair of Building systems. As the SME, may assist as needed with the resolution of highly complex maintenance work.
  • Recommend necessary materials for complex projects. Provide guidance or assistance, as needed, to put systems back into service.
  • Oversee preventative maintenance to building systems in large complex buildings. Assign work to employees to complete maintenance and repairs to HVAC systems campus wide.
  • Inspect the work of Maintenance Technicians to ensure completion and accuracy of repairs and maintenance to HVAC, Access control, and Lighting systems and equipment/devices associated with these systems. Follow up with employees if work needs to be reviewed.
  • Recommend improvements or changes concerning Building systems to Director.

Other: 5%

  • Other duties as assigned.

Required Qualifications: A Bachelor’s degree in a relevant field and four (4) years of progressively responsible experience in a field related to the functional managerial area which has included at least one (1) year of supervisory experience. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

Additional Requirements:

  • Experience with large-scale, institutional HVAC and electrical systems.
  • Possession of, or ability to obtain by time of hire, an unrestricted, valid driver’s license.
  • Ability to read and understand blueprints, plans, diagrams, and schematics.
  • Ability to wear a half-face respirator while performing duties.

Preferred Qualifications:

  • Experience managing small to medium size construction projects from start to finish. 
  • Demonstrated advanced knowledge of database software, such as MS Access.
  • Demonstrated communication, organization and prioritization skills and ability to efficiently multi-task.
  • Previous experience at Washington State University or in higher education working with policies and procedures.

Monthly Salary: $5,485.73 - $7,673.08 | Commensurate on qualifications and experience.

Individual placement within the range is based on the candidate’s current experience, education, skills, and abilities related to the position. Successful candidates typically begin up to mid-point of the salary range.
