Job Purpose
The Lead Communications officer is the direct supervisor for Campus Security and Public Safety Communications officers. Required to supervise, assign, train, review, and participate in the work of direct reports for processing emergency, non-emergency and administrative calls for security officers, emergency providers, and the general public. This position ensures adherence to established goals, policies and procedures.
The Lead Communications Officer is required to have full working knowledge and capabilities of all aspects of communications, dispatching, and camera surveillance, including all systems used by Communications officers. This position supports the University’s mission by providing the community with sources needed for a safe learning, working, and living experience.
The budgeted annual salary that the University reasonably expects to offer for this position is $44218-$56160.
The full internal range is $44218- $59824.

Team and Operational Effectiveness:
  • Shift work in Communications and fill gap coverage when necessary.
  • Meet operational targets, develop innovative solutions, and continuously improve departmental and operational efforts.
  • Support and contribute to hiring efforts that meet departmental, operational, and mission needs.
  • Demonstrate a higher level of familiarity with the Security department’s policy and procedure manual, as well as other department and University practices and procedures.
  • Assists, when directed, the Director and Associate Director in creating and updating the Security department’s policies and procedures.
  • Coordinates emergency drills and training to direct reports and/or Security officers with the Director and Associate Director.
  • Develop and maintain a training program to include emergency response scenarios for Communications operations.
  • Ensures technical equipment is properly maintained, regularly serviced, and fully functional.

Employee Development:
  • Meet regularly, at least once a month, with all direct reports.
  • Manage all direct reports’ performances on an ongoing basis throughout the year.
  • Create and ensure opportunities for team development through multiple methods and support recognition efforts that build morale.
  • Seek clarification from the Associate Director, and communicate information, assignments, policies and procedures to direct reports.
  • Ensure all direct reports are effectively on-boarded to their role.
  • Actively build relationships and demonstrate a bias for collaboration with direct reports.
  • Address and resolve conflicts that involve direct reports.
  • Communicate regularly with all direct reports through multiple systems.
  • Schedule initial and ongoing training for direct reports.
  • Collect training data and ensure ongoing certifications for direct reports.
  • Provide consistent training to all direct reports.
  • Train new Security Officers on Communications functions.

Function Details
Communications:
  • Perform necessary skilled communication while receiving emergency and non-emergency phone calls by collecting vital information from callers to determine the best course of action through dispatching officers, transferring to the appropriate department or person, or guiding to the correct internal and external resources.
  • Use of appropriate radio protocol, prioritizing calls, and multi-tasking while dispatching officers to calls for service. -
  • Responsible for dispatching Plant Services employees to calls for service after regular University work hours.
  • Upon request, take over the Switchboard phone lines when Guest Services is unable to perform this operation (Holidays, School Closures, Meetings).
  • Assess the urgency of custodial, maintenance, IT, and grounds issues occurring at on and off-campus-owned properties and advise proper personnel on nights, weekends, and holidays through telephone, radio, or by work order depending on the urgency of the problem.
  • Responsible for after-hours notifications to On-Call Security Administrator, Housing and Residence Life, Study Abroad, Student Affairs, and Administration regarding emergency, medical, or unusual circumstances.
  • Upon request of the Spokane Fire Department and the Spokane Police Department, patch officers through to their respective radio channels for direct communication through the dispatch console.
  • Monitor the City of Spokane Emergency channels for real-time emergency communication to the community if necessary.
  • Send ZagAlerts when prompted.

Systems (Alarms):
  • Monitors fire, burglar, high-temperature lab, panic, intrusion, blue light phone, and high water alarms.
  • Monitors Persona card access and lock system for breaches in security.
  • Lock and unlock campus buildings through Persona card access system when necessary, including emergency lock-down of the University.
  • Monitors Fire Pager, 911 calls, and Spokane Police Radio channels.

Systems (Security Cameras):
  • Conducts surveillance investigations during real-time and recently occurred incidents while operating the camera system housing over 600 cameras.
  • When time allows, monitor cameras for illegal, suspicious, and inappropriate behavior and notify officers of observations made.
  • Exports video footage upon request of officers, Spokane Police, or other emergency personnel.

Systems (Omnigo):
  • Responsible for documenting dispatch calls, daily log activity, and running reports on the Dispatch Module and the Officer Module.

Systems (T2 & Crowdfind):
  • Utilize the Parking & Transportation software, T2, to locate and identify students, staff, faculty, visitors and vendors.
  • Document Lost & Found information into Crowdfind when items arrive or when items are reunited with their owner.

  • Ensure proper notification of the on-call Security administrator, Student Development professional(s), and other University departments as necessary.
  • Provide active leadership on significant incidents, ensuring proper procedures are followed.
  • When directed, act as the on-call Security Administrator.
  • Represent Campus Security and Communications as a liaison with external agencies, such as the Spokane Fire Department and Spokane Police Department.
  • When directed, create and send emergency notifications through ZagAlert.
  • Participate in search committees and interview panels.

Physical / Environmental Qualifications
