The Cornell Cooperative Extension of Suffolk County (CCE-SC) Human Resources Manager provides high-level leadership and management of the human resources operations for the Association. The position develops and maintains effective working relationships among CCE-SC staff. This position works with the Executive Director to lead the human resources operation locally and regionally to its optimal state. The CCE-SC HR Manager exercises professional judgment, discretion, and confidentiality in HR operations. Facilitates successful policy and procedure changes driven by compliance requirements. Provides leadership to implement system-wide initiatives and remain consistent with Extension Administration guidance. The CCE-SC HR Manager is responsible for maintaining all human resources operations of the CCE-SC.

    

Required Qualifications:

  • Bachelor's degree and experience relevant to the role; or Associate's degree and 2 years transferrable program/function experience.
  • Experience in employee relations counseling, policy/procedure interpretation, managing recruitment, onboarding, promotion, and separation, managing payroll, data/transaction oversight, and records management.
  • Familiarity with Federal and State laws pertaining to human resources.
  • Work well in a team setting and independently.
  • Judgment, discretion, and confidentiality are critical to this position.
  • Must be able to communicate effectively with different audiences.
  • Must be able to work professionally and collegially with local Association level and Extension Administration colleagues.
  • Ability to meet travel requirements associated with this position.
  • Must have access to transportation to meet position responsibilities.
  • Ability to work flexible hours, including evenings and weekends, as appropriate.

Preferred Qualifications:

  • Master's degree or Bachelor's degree and 2 years transferrable program/function experience.
  • Familiarity with CCE (Cornell Cooperative Extension) system.
  • Demonstrated ability to communicate effectively through oral, written, and visual channels using traditional methods and electronic technology such as WebEx, Skype, and Zoom.
  • Demonstrated ability to use recruiting and HRIS software.
  • Ability to prioritize and balance time equitably across Associations.
  • Familiarity/experience with the CCE classification process and Workday HRIS data transaction oversight.

Responsibilities/Essential Functions:

Administrative Responsibilities:

Direction – 30%

  • With substantial initiative and discretion, plan for delegated and assigned administrative functions of an Association.
  • Assess and develop local plans and strategies for human resources goals, best practices, and training based on direct work with guidance from the Executive Director.
  • Plan regional implementation strategies for human resources systems, such as Workday.
  • Establish best-practice standards for human resources functions throughout Association.
  • Provide input to the Association on human resource implications of financial strategies.
  • Assist in planning the human resources communication strategy for CCE-SC.
  • Establishes best practice standards for HR function and actively contributes to discussions on developing HR best practices. 
  • Develop training materials to enhance the HR knowledge and expertise at CCE-SC.

Management -35%

  • Manage HR Coordinator, including supervision, time tracking, performance review, and overall HR department functions.
  • Guide and delegate the assigned administrative functions, including moderately to highly complex generalist responsibilities, including policy interpretation, dispute resolution, compensation, classification, and employee relations activities, engaging Executive Director as appropriate.
  • Implementation of HR strategies.
  • Provide guidance, support, and training support to CCE-SC staff.
  • Ensure Association leaders, supervisors, and all staff are aware of local, regional, or statewide HR expectations and compliance.
  • Provide advice and consultation to Executive Director on various HR issues, including employee relations, performance management, recruitment, conflict resolutions, and labor law.
  • Manage the utilization of systems and support Association with HRIS technologies.
  • Reviews HR data and analysis to form observations, adjust operations and service to performance standards, and develop subsequent refinements and recommendations to shape ongoing improvements to support the Association's HR strategy.
  • Lead the overall human resources function of Associations within Suffolk County.

Coordination/Operation – 30%

  • With substantial initiative and discretion, perform a moderate amount of substantially complex tasks to support CCE-SC administration. 
  • Learn, use, and assist with the implementation of sophisticated human resources software
  • Conduct training as necessary for Association staff on HR topics or HRIS systems.
  • Organize training as necessary for Association staff on HR topics or HRIS systems.
  • Review and process Workday transaction approvals; communicate questions or clarifications to Associations; track and electronically file transaction forms.
  • Prepare and post job requisitions for Associations; track candidates' applications and move them through the process as necessary.
  • Review all written communications and documents for Associations as requested; engage HROne or Executive Director to ensure compliance with legal standards.
  • Prepare reports for CCE-SC Association and Executive Director as needed. 

Professional Improvement -5%

  • In cooperation with Supervisor and Executive Director, jointly develop and pursue a professional development plan to increase competencies relative to position accountabilities and address changes and Association priorities.
  • Collaborate in activities that support Cornell Cooperative Extension and perform other duties as assigned.

  • Support the Association to maintain a safe working environment.
  • Be familiar with and strive to follow applicable federal, state, and local regulations, Association health and safety policy/procedure/requirement, and standards.
  • Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.

POSITION DETAILS:

Salary:                                    $85,000.00 -$90,000.00 (annually)

Schedule:                                Exempt (40+ hours per week)
