This position will serve as the Human Resources Coordinator for Cornell Cooperative Extension of Oneida County and will provide administrative support and management for assigned local HR responsibilities. The HR Coordinator is responsible for coordination of assigned HR functions, including but not limited to hiring processes; conducting employee background checks; onboarding new hires; payroll and benefits functions; maintenance of personnel records and data. The HR Coordinator will perform a moderate amount of highly complex tasks to support the Association within the Human Resources area. This position will perform job duties with a high level of initiative and discretion while maintaining a high level of confidentiality.

    

Required Qualifications:

  • Associate degree or equivalent education (GED/High School Diploma and 1 year transferable program/functional experience).

  • Experience relevant to the role of the position.

  • Demonstrated ability to gain knowledge of Human Resources procedures, policies, and best practices as it relates to the responsibilities of the position.

Preferred Qualifications:

  • Prior knowledge of HR and payroll processes.

Position Responsibilities and Essential Functions

Administrative Direction – 5%

  • Assist Executive Director and HR Manager with developing Human Resource policies and procedures.

  • Assist HR Manager in planning and recruiting efforts.

Administrative Management – 15%

  • Manage the payroll function and work with HR Manager to ensure employees are paid accurately and on time.

  • Assist with advising employees on Human Resource policy as needed.

  • Provide guidance to staff and supervisors on HR procedures and processes.

  • Provide administrative support to assist HR Manager with assigned HR management responsibilities and special projects as identified.

  • Assist with providing HR support and expertise to managers in navigating through personnel issues that arise, including policy interpretation, in accordance with established policies and procedures.

  • Ensure that each employee completes mandatory annual trainings, including but not limited to sexual harassment training and Title VI civil rights training.

  • Ensure that all required civil rights and employment information is posted clearly in the office.

Coordination/Operation – 75%

  • Work with HR Manager to update and maintain policy manual.

  • Complete special reports and projects relating to Human Resources as appropriate including Workday reports, filing, tracking mandatory staff training and other projects that may arise.

  • Coordinate and provide on-boarding for new hires including ensuring completion of Form I-9, providing general office orientation, and payroll and benefits information in compliance with established policies and procedures.

  • Assist supervisors with coordination and preparation of performance reviews, as needed.

  • Update legal postings as appropriate and implement Human Resources best practices as identified.

  • Work with HR Manager to coordinate and implement all hiring procedures to include: creating and placing position advertisements, position announcements, website and social media postings, supporting search committees, conducting interviews, conducting background screenings, maintenance of search files, etc.

  • Coordinate Workday Time Tracking payroll procedures to ensure those procedures are implemented in accordance with Cornell University and Association’s established policies, procedures, and best practices.  Run payroll audit reports each pay period and communicate issues to employees, managers, and the HR Manager as required.

  • Prepare staff communications including offer letters, position change letters, and termination paperwork.

  • Assist Executive Director, HR Manager, and supervisors with development and updating of position descriptions.

  • Process Workday transactions as assigned.

  • Maintain personnel files per established procedures and protocol.

  • Exercise a high level of confidentiality in performing all position responsibilities.

  • Communicate higher level issues to the HR Manager for assistance in determining appropriate resolutions.

Professional Improvement – 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan to increase competencies relative to position accountabilities and to address changes and Association priorities.

  • Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required. 

  • Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.

  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned. 

  • Maintain regular and predictable attendance and punctuality.

  • Support the Association to maintain a safe working environment.

  • Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.

  • Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.

Position Details

This is a full-time, benefits eligible, non-exempt position (37.5 hrs/week). Compensation paid in the range of $23.00 - $25.00 per hour. The HR Coordinator will work on-site at the CCE Oneida office in Oriskany, NY.
