Job Summary
  • Eastern Washington University is seeking skilled, team-oriented and professional applicants for a Human Resources Consultant 1- Leave Administration in Human Resources.
  • The primary function of this position will oversee and administer leave requests for all employee groups, requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), Paid Family Medical Leave (PFML), state and local leave laws, collective bargaining agreements, Faculty sick leave and short-term or long-term disability plans. Manage Labor & Industries (L&I) claims including return to work process.
  • Time management skills are essential for success in this position. This position requires the ability to multi-task, coordinate and track data and documents pertaining to multiple people and purposes. The Individual hired for the position will be responsible for independently planning, organizing, and prioritizing work of the position to meet internal and external deadlines. Excellent customer service, listening and communication skills are essential, as position interacts with all employees throughout the university.

Required Qualifications
  • Bachelor’s degree including two years’ experience performing human resource functions which includes leave administration and database management OR Four years of progressively responsible leave administration experience including at least one year in the administration of workers compensation.
  • Strong analytical and problem solving skills.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite or similar software.
  • Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility and/or diversity.
Preferred Qualifications
  • Working knowledge of both the Stay At Work Program and Return to Work Incentives through Washington State L&I..
  • Experience administering leave in a higher education setting.
Other Skills and Abilities
  • Ability to interpret administrative guidelines and rules and apply them to EWU’s structure.
  • Ability to establish and maintain working relationships and express and convey information effectively both verbally and in writing.
  • Ability to establish and maintain moderately complex records and reports.

    Responsibility / Duty
    • Communicates with employees regarding their needs for leave and/or modified work schedules. Ensures that employees are aware of their responsibilities and of any documentation and notice required to qualify for and to take leave.
    • Handles the FMLA leave administration process from the employee’s initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use.
    • Maintains reasonable communication with employees on leave to facilitate smooth and timely return to work; relays communication between employees and their managers during leave within reason.
    • Advises managers and employees on the interaction of leave laws with paid time off, workers’ compensation, and short-term and long-term disability benefits.
    • Oversees the return-to-work process for employees returning from extended FMLA, workers’ compensation, or other leave(s).
    • Facilitates other leave requests, which may include Military Leave, Shared Leave, Leave Without Pay (LWOP) and may assist with basic accommodation requests under the ADA.
    • Administers other Eastern Washington University time-off programs as assigned in accordance with internal policy, applicable laws and collective bargaining agreements
    • Recommends revisions to applicable policies to ensure compliance with collective bargaining agreements, federal, state, and local laws and regulations.
    • Maintains complete and accurate records of leave and accommodation requests in accordance with specified legal requirements and documentation of best practices. Complies with state records retention schedules.
    • Preserves confidentiality of employee medical documentation and files.
    • Maintains knowledge of all applicable leave and accommodation laws including the FMLA, ADA, and state and local laws.
    • Initiate and assist with appeals of questionable Workers Comp claims by providing information to adjusters, attorneys, service agents, brokers, and others.
    • Performs other related duties as assigned.
