Position Summary:
The Health Services Administrator (HSA) is the chief administrative manager of the on-site health services department. The HSA is accountable for the delivery of contract services and ensuring compliance. In addition to managing the site budget, the HSA constructs and supervises an annual operational plan. The HSA is responsible for developing and maintaining positive, professional, collaborative relationships with clients (warden, supervisor, and/or equivalent client role) and ensuring customer satisfaction. Ensure quality of care, cost effectiveness, and optimal performance of personnel. Ensure operations are efficient, effective, and compliant with applicable federal, state, and county regulations, and applicable Corrections Medicine Healthcare standards including the National Commission on Correctional Healthcare (NCCHC) and the American Correctional Association (ACA). In addition, the MDC operates under the McClendon Settlement Agreement requiring additional quality, staffing and regulatory compliance measures. Ensure adherence to Hospitals' and departmental policies and procedures. No patient care assignment.
Detailed responsibilities:
* LEADERSHIP - Works with Physician and Nurse Dyads to manage the healthcare delivery system and coordinates with the other functions within the institution
* FINANCE - Manages the budget and financial performance of the site; submits timely and accurate reports
* OPERATIONS - Develops and/or supervises the facility operational plan; directs the activities of the assigned staff.
* STAFFING - Manages labor ensuring the site is staffed according to contractual commitments and supervises assigned staff scheduling
* COMPLIANCE - Ensures site utilization and compliance with applicable client systems and applications
* COMPLIANCE - Secure and Maintain Accreditation/inspections (i.e., PREA, ACA, NCCHC, etc.) at a time specified by management for the facility; ensure site compliance with correctional and UNMH policies and procedures
* COMMITTEES - Coordinates the Medical Audit Committee and facilitates the monthly meetings; attends other meetings as required
* COORDINATE - Coordinates with UNMH leaders and other external providers the delivery of services at hospitals or other external health services locations outside the institution
* SAFETY - Adheres to and enforces all safety and security policies and procedures
* ACTION PLANS - May ensure CAPs (Corrective Action Plans) are completed accurately and timely for submission
* DEVELOPMENT - Enhance professional growth and development through participation in educational programs, reading current literature, attending in-services, meetings and workshops
* SUPERVISION - Works with Physician & Nurse Dyads to develop efficient organizational structure, supervise assigned employees - select, terminate, train, educate, correct deficiencies, perform appraisals, issue discipline, counsel, schedule work assignments; encourage staff teamwork and growth initiatives
