JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Pennsylvania Office of Rural Health (PORH) was formed in 1991 as a joint partnership between the federal government, the Commonwealth of Pennsylvania, and The Pennsylvania State University. The office is one of 50 state offices of rural health in the nation funded by the Federal Office of Rural Health Policy in the U.S. Department of Health and Human Services and is charged with being a source of coordination, technical assistance, and networking; partnership development; and assisting in the recruitment and retention of health care providers. PORH provides expertise in the areas of rural health, agricultural health and safety, and community and economic development.

PORH seeks energetic, creative, and engaging candidates for the position of outreach coordinator to develop, coordinate, and implement continuing education programs and for managing all external communications to stakeholders such as rural health providers, educators, and advocates. This position implements a comprehensive knowledge of the evolving skill-set offered by the Pennsylvania Office of Rural Health and promotes and disseminates information and publications to benefit these stakeholders. The position requires creative thinking to develop new ideas and solutions to offer effective programming to address rural health disparities.

The outreach coordinator is responsible for developing, coordinating, and implementing continuing education programs and for managing all external communications to stakeholders such as rural health providers, educators, and advocates. The outreach coordinator implements a comprehensive knowledge of the evolving skill-set offered by the Pennsylvania Office of Rural Health and promotes and disseminates information and publications to benefit these stakeholders. The outreach coordinator develops and maintains continuing education and publication budgets, on-line registration systems, and all marketing. The position requires the completion of assignments with ever-changing challenges presented by unique rural populations and the evolving field of rural health. The outreach coordinator promotes an environment of safe practices with a sensitivity to a diverse office of team members, students, faculty, and stakeholders. 

 

The outreach coordinator is responsible for developing and implementing marketing plans for educational programs and services, preparing and submitting quarterly and annual reports, and maintaining a database of up-to-date records of all interactions and related documents.  The position also is responsible for supervising continuing education support staff and students, as needed and for identifying and assisting in recruiting instructional program personnel.

 

The position requires the ability to understand and communicate information and instructions clearly, both verbally and in writing, to complete tasks associated with specialized rural health knowledge.  This includes materials developed for public distribution and posting as well as within the work unit.  The position requires creative thinking to develop new ideas and solutions to offer effective programming by working with management to solve difficult and potentially unusual matters. The outreach coordinator works independently and requires minimal supervision.

Successful candidates will possess a bachelor’s degree in health care with at least five years of experience in a related field, an understanding of the issues impacting the delivery of health care in rural areas, and an understanding of the historical, social, and economic characteristics of rural Pennsylvania. Experience in developing and implementing continuing education programs and publication is required. Excellent communication skills, both verbal and written, and well-developed organizational and management skills are essential. The ability to facilitate consensus among differing parties, to support and develop group processes is critical. Experience in word processing and Microsoft Office Suite is required. The willingness to travel within the state, when necessary, also is required.

This is a limited-term appointment funded for one year from date of hire with excellent possibility of re-funding.
