Position Summary

The Dept Human Resources Rep coordinates and administers the integrated human resources (HR) activities and programs for the Biology Department at UNM. Provides a wide range of operational and administrative guidance and service to the department for all staff employment, compensation, HR administration, and training and development issues. Acts as the department's primary point of liaison for staff with the HR Department, and for students with the Student Employment Office. Monitors and coordinates department compliance with HR policies, Affirmative Action/Equal Employment Opportunity guidelines, and other appropriate HR-related laws, regulations, and best practices for staff.

 Directly oversees and coordinates the staff and student employment processes for Biology by posting positions, consulting with hiring officers, provides leadership in all aspects of the interview and hiring processes and documentation, to include the processing of all staff and student HR related EPANs and EPAFs.  Assists in planning and conducting recruitment to attract quality candidates for high-level, specialty staff positions as well as the general recruitment and hiring of regular, term, on-call and temporary staff and student employees.

 Supervises, leads, and manages all staff search committee activities, screens applications, and evaluates documentation for conformity with Affirmative Action/Equal Opportunity compliance and adherence to staff and student recruitment and hiring policies.  Assist with and advises the Dept. Administrator in investigations pertaining to issues of staff or student misconduct and policy infractions.  Coordinates the staff Annual Performance Reviews, Mandatory Trainings, and general personnel management throughout the year.  Mediates and assists with staff and student employment grievances and securely maintains all related documentation.  Provides advice and guidance for all staff and student employment matters and works closely with the Dept. Administrator and representatives from the College and HR.

 The Dept Human Resources Rep is responsible for interpreting and applying the terms of the staff's Collective Bargaining Unit Agreements to ensure compliance and assists the Dept. Administrator with HR on staff labor relations issues. Coordinates training needs for the staff and when appropriate develops or coordinates specific development and training for staff and students, including assisting in related trainings for Title IX.  Maintains established electronic files and records for the department, creating new and updated record keeping systems as new technology develops. Maintains a database to track when staff term appointments and contracts are expiring for both student employees and staff on restricted funding.

 Serves as the administrator and approver for all time-keeping activities in the department, ensuring the accuracy and retention of those records in compliance with UNM recommendations.  Handles communications with Payroll, HR, and Student Employment for all staff and students.  Supervises and assigns duties to lower level employees and students.  Trains the administrative office’s support staff and students.

Conditions of Employment
Minimum Qualifications

Successful completion of at least 60 college-level credit hours; at least 4 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications

Bachelor's degree in a related field

Demonstrated experience working in Human Resources related position, including recruitment, compensation, and payroll

Demonstrated experience with UNM Banner, MyReports, HRreports, EPAF's, EPANs, NSPs, and all other HR related actions

Demonstrated experience in the application of employment law at the state, local, and federal level in the areas of compensation, recruiting and hiring.

Demonstrated experience working in UNM recruitment and hiring processes for staff and students

Experience with UNMJobs2.0

Ability to work in a highly active work environment collaborating with staff, students, and faculty supervisors and hiring officers
