Business Manager for Facilities, Construction and Environmental Services

 
Position Summary

At Stony Brook Medicine, the Business Manager for Facilities, Construction and Environmental Services is a valuable member of our team, who provides administrative/executive support and has the ability to interface with all levels of management throughout the hospital.

The Business Manager for Facilities, Construction and Environmental Services will be responsible to coordinate and manage the Facilities and Plant Operations financial accounting for various funding allocations. The incumbent will coordinate with the hospital’s senior leadership, State University Construction Fund, hospital’s finance department and various department heads/managers within Stony Brook Medicine’s community to ensure compliance with the policies and procedures for financial accounting.   

Duties of a Business Manager for Facilities, Construction and Environmental Services may include the following but are not limited to: 

  • Manage internal and contractor-provided construction project funding to ensure adequate and timely funding of approved projects.  This role works collaboratively with the Business Manager for Facilities and Construction, COO and Finance Department in order to obtain funding for approved projects.  Monitor financial systems such as SUNY BI and Lawson to ensure that the expenditures charged to projects are appropriate.  Coordinates and tracks all budget transfers and reconciles budget to actual expenditures upon completion of the project. 
  • Analyze monthly financial management report for the financial variance reports.  Identifies causes of variances and suggest corrective actions, including the implementation of new processes.  Monitor process improvement initiatives on a regular basis.  Develop and maintain the relevant automated cost center reports to assist in fiscal analysis.  Discrepancies, unexpected expenses, etc. are brought to the attention of the associate director. 
  • Monitor operating budgets for division.  Performs monthly variance audits (dashboard) to ensure that the department is within budget and not projected to exceed budget targets.  Monitors and approves lease payments for offsite locations. 
  • Manage human resource requirements for the division including recruitment, evaluations, permanent appointment packages, etc.
  • Establish policies and procedures for facilities and construction.  Monitor for compliance with New York State, university and hospital financial policies. 
  • Act as a budget officer for environmental services, facilities and construction.  Develop and monitor annual and multi-year budgets for division’s funding sources to include hospital funds, SUCF, research, philanthropy and foundation funding sources.
  • Oversee and manage all purchasing/procurement functions for the Division, including overseeing authorizing expenditures, putting requisitions on the system as well as financially monitoring all expenses.  Understanding of all state procurement processes including OSC, MBWE initiatives such as thresholds for OSC reviews and approvals and being able to integrate these into the financial timelines and cash flows for reporting. 
  • This position requires accountability in working with multiple types of accounts, all which have different fiscal restraints and cap spending to forecast projected expenditures within an environment where unforeseen conditions/change orders occur to ensure cash flows presented are consistent with the duration of the project.  This requires creative problem solving techniques and adaptability. 
  • Ability to flex between different fiscal years including Albany, SUCF and hospital fiscal years not aligning.  Strategically adapting workflow to present campus budget formulation for the operations of this position while also coordinating year end closeouts for the SUCF projects. 
  • Capital asset management functions such as considering life spans, preventative maintenance and database management with the AiM system via SUNY.
  • Capital budget functions to include database management and creation of 1 year and 5 year capital plans.  This includes collaboration with finance, facilities, project management, environmental services, facilities planning as well as Associate Directors across the hospital. 

 
Qualifications 
Required :   
  • Bachelors in Business Administration, finance or related degree
  • 3 years’ experience as a business manager in a business environment
  • 5 years’ supervisory experience
  • Computer proficiency in Microsoft programs and benchmarking data experience
  • Experience developing and analyzing financial reports
  • Experience utilizing web based financial systems

Preferred :   

  • Masters of business administration, finance or related degree
  • Business experience in a large healthcare institution
  • State finance experience
  • SUCF financial experience
  • Project management experience

Anticipated Pay Range:

The starting salary range (or hiring range) for this position has been established as $96,000 - $111,200 / year.

The above salary range (or hiring range) represents SBUH’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

In addition, all UUP positions have an additional $3,087 for location.
