THE DEPARTMENT
The College of Science dean's office is responsible for the administration of academic and ancillary programs supporting the Departments of Biological Sciences, Chemistry & Biochemistry, Computer Sciences, Geological Sciences, Kinesiology & Health Promotion, Mathematics & Statistics, and Physics & Astronomy Departments, as well as the Center for Excellence in Mathematics and Science Teaching (CEMaST), the Science Educational Enhancement Services (SEES) and the Advising Center. At present, the College of Science has more than 4,300 undergraduate and graduate students, over 180 temporary faculty, approximately 125 tenure-line faculty and 40 staff members.

DUTIES AND RESPONSIBILITIES
Fiscal and Budgetary Management of Foundation and Research-Related Accounts

  • Responsible for developing and implementing the fiscal and budgetary management process in the Dean's Office for all Foundation and Philanthropic accounts (auxiliary, grants/contracts) and for oversight of research-related and grant transactions using state accounts (e.g., startup, teacher-scholar awards, SPICE, etc.).
  • Monitor accounts and analyze fund use to provide monthly finance reports to Dean/AD's and make recommendations for changes in spending if necessary.
  • Interpret changes to existing Foundation and Philanthropic fiscal policies into college budget process.

Grants and Contracts
  • Assist faculty and review budget submissions for grant proposals and contracts
  • Assist faculty with tracking and reconciliation of funded grant/contract accounts; Initiate and/or track any grant-related documents (e.g., effort certification, ICR, cost share etc.)
  • Provide Dean/AD's with information/reports related to research activities (e.g., analysis of FAD data, quarterly expenditures, etc.)
  • Partner with the Office of Research and Sponsored Programs and Foundation to ensure compliance in all budget-related matters (CSU, Federal, State and Private sources).

Purchase Cards (P-Cards)
  • Serve as the main point of contact for all P-Card purchases. Coordinate the college's p-card fiscal management process with all college stakeholders.
  • Ensure that monthly P-Card statements in the college (state, foundation, and philanthropic) are properly reconciled before review by Dean/AD.
  • Provide guidance and assistance to staff and faculty to ensure compliance with university P-Card policies.

Purchasing
  • Purchase equipment, service and supplies as needed for dean's office and on behalf of faculty and staff in departments (e.g., startup equipment).
  • Ensure purchases comply with funding source rules and adhere to ATI/IT requirements before placing order.
  • Track orders and process for appropriate payment with Procurement. Provide status reports to Dean, AD's or Chairs as needed.

Other
  • Serve as the back-up to senior budget analyst to process, track, and reconcile expenditures for state accounts.
  • Attend appropriate training courses to remain up to date with policies, procedures, and systems at the university.

QUALIFICATIONS
  • Bachelor's degree AND/OR the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Working knowledge of general practices, program, and/or administrative specialty; basic knowledge of and ability to apply fundamental concepts; working knowledge of budget policies and procedures; ability to learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program, organizational unit, and/or administrative specialty; knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them. Ability to analyze data and make accurate projections using business mathematics and basic statistical techniques; ability to organize and plan work and projects including handling multiple priorities; ability to make independent decisions and exercise sound judgment; ability to compile, write, and present reports related to program or administrative specialty; demonstrated ability establish and maintain cooperative working relationships.
Preferred Qualifications
  • Proficiency using MS Office (Word, Excel) and other task-specific software (PeopleSoft financial, Tableau, etc.)

CSU Classification Salary Range
This position is part of the CSUEU bargaining unit. The CSU Salary Schedule is located on the following site: https://www.calstate.edu/csu-system/careers/compensation/Pages/salary-schedule-documents.aspx . The classification salary range for this position according to the respective skill level is: minimum $3,518 and maximum $6,791 per month.
