Job Profile Summary

This senior district-wide administrative position, under minimal supervision, leads and is accountable for the operations of the Facilities Design and Construction Department; assigned projects; coordinates and develops design of construction remodeling, renovation, new, and other capital outlay projects; assists the AVP for Facilities Management with the proper functioning and smooth operation of the day-to-day fiscal control and administration of the Facilities Design and Construction Department; works as part of a team with the other Associate Vice Presidents in the Facilities Division; works independently under very limited supervision and trains and supervises the performance of assigned personnel.

  

Minimum Education:

  • Master’s Degree in Architecture, Architectural Engineering, Civil Engineering, Construction Science, Construction Management or similar required

Minimum Experience/Training:

  • Ten of experience in the construction, including eight years in management and five years in post secondary of higher education.

Minimum Certification/Licenses:

  • Preferable but not necessary register Architect or Engineer

Essential Functions:

  • Daily - 20%: Executes the operational plan for the Facilities Design & Construction and provides direction to ensure alignment with the division’s and College’s mission and vision.
  • Daily - 15%: Responsible for budget management and record keeping of Facilities Projects; contract management; project schedule and meeting all applicable codes, inspection and legal requirement in the construction of educational facilities
  • Weekly - 10%: Reviews and authorizes payment of invoices; reviews and recommends change orders approval; develops and reviews contract documentation; attends pre-bid meetings and serves as the chair at pre-construction meetings.
  • Other  - 10%: Responsible for people management, including recommendation of staffing, hiring, termination, and discipline, setting performance standards and evaluating staff, staff development and training.
  • Weekly - 5%: Reviews Contractor's and Consultants' submittals for conformance with the College's standards and specifications.
  • Weekly - 10%: Provides technical expertise, information and assistance to the Senior AVP for Facilities Management regarding construction activities. Participates in the formulation and development of policies procedures and programs as requested.
  • Weekly - 10%: Prepares status reports with initial estimates and preliminary schedules to meet College's needs; directs and evaluates the performance of Staff, Contractors, and Consultants through periodic inspections.
  • Weekly - 5%: Ensures completion of projects from first request through close out, in accordance with established standards, schedules, and budget parameters.
  • Annually - 5%: Assists in the preparation of the Capital Improvement Program (CIP) report for renovation, remodeling, and new facilities by developing preliminary programs and budgets.
  • Other - 5%: Attends and conducts a variety of meetings as assigned
  • Other - 5%: Performs other duties as assigned.

  • Knowledge of planning and organization of construction projects and activities.
  • Knowledge of methods, materials, tools and terminology used in construction.
  • Comprehensive knowledge and experience with Florida Building Code, college and state permit procedures, ADA, and life safety requirements.
  • Knowledge of cost estimates and specifications.
  • Knowledge of Budget preparation and control.
  • Knowledge of Construction Specifications Institute (CSI) Master Format.
  • Ability to understand and review requests for proposals (RFP), requests for qualifications (RFQ), contracts, plans, specifications and other construction documents.
  • Ability to coordinate several activities at once, while analyzing and resolving specific issues, is essential, as is an understanding of architectural, engineering, and construction processes.
  • Must be familiar with various construction delivery methods, i.e. construction management at risk, term, unit pricing, hard bid, etc.
  • Experience in technical application of Florida Administrative Code, Florida Department of Education codes, Florida Department of Transportation codes, and Educational Facilities Regulations and Guidelines.
  • In-campus travel is required. Tri-county area travel may be required
  • Ability to work under pressure and coordinate several activities at once, while analyzing and resolving specific issues.
  • Ability to work and lead the division with minimum supervision.
  • Ability to maintain detailed records of all activities and processes.
