The Conflict of Interest/Responsible Conduct of Research office is seeking an Assistant Director. In this role, the selected candidate, under direction, will assist the Executive Director in departmental operations and will have responsibilities for the oversight and management of Export Control administration. The position involves providing advanced assistance in regulatory affairs compliance, offering guidance to faculty and staff on relevant compliance matters, and providing crucial support in all areas of research compliance. We seek to hire a candidate with a Bachelor’s degree and six years of experience in a regulatory affairs compliance or export control related area. The ideal candidate will have working knowledge of University software systems, have an advanced or law degree and/or EAR/ITAR certifications. Qualifications

Required Education and Experience:

  • Bachelor's degree in applicable field or equivalent combination of education and experience.

  • Six years of related experience in a regulatory affairs compliance or export control related area.

Required Licenses and Certifications:

  • EAR and ITAR certifications

Required Knowledge, Skills, and Abilities:

  • Ability to multi-task and work cooperatively with others.

  • Ability to communicate clearly and effectively to ensure understanding.

  • Working knowledge of basic regulatory requirements for export controls, and/or experience in regulatory affairs compliance related work.

  • Working knowledge of database and spreadsheet software programs. Requires tact, diplomacy, and strong interpersonal skills.

Preferred Qualifications:

  • Advanced degree preferred.

  • Law degree or legal experience.

  • Working knowledge of electronic systems used in facilitating export control compliance (i.e. Visual Compliance, SNAP-R, Maestro, AggieBuy, Concur, etc.)

Responsibilities

  • EXPORT CONTROLS ADMINISTRATION-Develops, implements, coordinates, and evaluates certain aspects of our export control program, including but not limited to distance education; export control classifications; export control licenses; OFAC regulations; and outreach to the University. Serves on a management team with the Executive Director and represents the department, division, or University on various committees. Develops policies and guidelines, including developing or modifying SOPs and office processes.  Updates and maintains online training resources and other materials and program websites pertaining to export controls.  Oversees export control review requirements included in federal and state law, and System and/or University policies and rules. Performs periodic review of office procedures, maintains current SOPs and ensures processes are followed.  As needed, may also assist with reviews of faculty and staff activities for compliance with University, state, and federal export control requirements related to proposals, grants, contracts, sponsored and non-sponsored research agreements, international shipments, technology control plans, and any other export control related activity.   Works with faculty and staff to ensure that any export of University information or items outside of the U.S. comply with University, state, and federal export control requirements. Responsible for export control classifications, requesting export licenses, and filing paperwork. Serves as a back up to the Executive Director and participates in planning, directing, and coordinating operational or procedural matters to meet department goals and objectives.

  • EXPORT CONTROLS MONITORING AND OUTREACH- In coordination with the Executive Director, monitors existing export licenses, standard operating procedures, and standard administrative procedures for compliance, program recordkeeping, and tracking program metrics.  Conducts outreach to ensure compliance with applicable regulations, including site visits. Works with investigators and staff to maintain export control compliance with regulatory standards.  Instructs and assists investigators with protocol submissions and compliance documentation using knowledge of institutional guidelines and Federal regulations. Mitigates issues throughout the application process. Works with investigators to ensure deficiencies are corrected by providing post review and inspection feedback to investigators and staff.  Ensures record retention policies are followed. 

  • PROGRAM SUPPORT-Develops, reviews, edits, administers, implements, coordinates, and evaluates programs, compliance documents, the unit website, and training materials. Consults and advises faculty, staff, and students in the preparation of compliance documents.  Oversees existing program staff to maintain electronic and paper files ensuring all are up-to-date and complete. Develops, reviews, and prepares correspondence, memoranda, reports, analyses, surveys, control plans, educational resources, and minutes as requested. Manages coordination with other offices and programs.  Provides training and oversight of other staff and/or student workers on duties and SOPs.  Provides expertise in research and teaching for investigators and committee members in compliance guidance.  Updates and maintains online training resources and other materials and program websites.  Stays up to date with export control laws, regulations, and sanctions, and provide updates as necessary.  Prepares and delivers training presentations to investigators, other offices, and new staff.  Assists the Executive Director in planning and budgeting for department goals and objectives.
