Position Summary/Purpose of Position:
The Assistant Director, Finance & Personnel (AD) is responsible for directing the daily management of the fiscal and personnel functions of Graduate School (GS). Supervising a Coordinator, Business Operations, the AD oversees the management of the financial and human resources needs of the unit; creates, implements and communicates new procedures/forms/information for more efficient and effective services to the GS and our constituents; and is responsible for the following:
  • Oversight of the GS’s accounts (state, DRIF, foundation and grant) ensuring accurate reconciliation and monthly reporting as well as transfers of campus commitments and cost-shares.
  • Oversight and approval of payroll and personnel matters, procurement, travel, grant management, and other business-related functions ensuring adherence to state and university policies.
  • Responsible for budget formulation, financial oversight/reporting, and operational support for the sub-offices within the GS (Graduate Diversity & Inclusion, Postdoctoral Affairs, Funding Opportunities, and Academic, Career, and Professional Development).
  • Manages the GS’s foundation accounts and works with the Manager, Fellowships on the use of foundation funds for fellowships and financial reporting of fellowship accounts.
  • Independently approves graduate assistant overload requests from campus academic units ensuring compliance and communicating issues/resolutions.
  • Responsible for all pre- and post-award activities for non-fellowship contracts and grants within the GS.
  • Corroborate with the Director, Finance & Administration on oversight of administrative and fiscal operations and acts on behalf of the Director during absences.

Minimum Qualifications:
Education:
  • Bachelor’s degree, preferably in business administration, finance, or a related field.

Experience:
  • At least 7 years of related higher-level professional experience, preferably in an institution of higher education, required, with the ability to understand and interpret university policies and procedures in the areas of finance, and human resources/payroll.
  • 2-4 years of direct supervisory experience.

Knowledge, Skills, and Abilities:
  • Working knowledge of accounting and business management theories, principles, and practices, including budgeting, auditing, and financial analysis.
  • Excellent customer service and communication skills (both oral and written) and ability to work with diverse populations, including faculty, staff, students, university officials, and other external agencies.
  • Leadership, collaboration, initiative, teamwork, prioritizing, and multitasking abilities.
  • Proficient in Microsoft Office Applications (Excel, Word, PowerPoint).
  • Ability to handle many complex tasks simultaneously, meet deadlines, solve problems, and make informed and independent decisions while tracking ongoing tasks.

  • Advanced degree.
  • Working experience in higher education, specifically at UMCP, is strongly preferred.
  • Experience with sponsored research administration policies and procedures
  • Preference may be given to applicants with demonstrated experience working with UMCP’s procurement, travel, and human resources policies and procedures.
  • Knowledge of institutions of higher education, preferably graduate programs.
  • Preference may be given to applicants with demonstrated experience working with systems such KFS, BPM, PHR, Concur, Workday, KR, SAS, SIS, Shellshop, etc.

The salary range for this position is $110-140k commensurate with experience level and qualifications of the candidate.

Physical Demands
This position is generally sedentary in nature. Must be able to move about campus to attend meetings; must be able to respond to unit questions in a timely fashion, particularly during peak times. Substantial movements (motions) of the wrists, hands, and/or fingers. Close visual acuity is required to perform activities such as preparing and analyzing data and figures; typing and viewing a computer screen; and extensive reading. Must have ability to speak as well as communicate in writing clearly.
