Position Summary
Oversees day-to-day activities of the section and assigning work to accomplish goals; overseeing and assisting in the overseeing of new programs and procedures. Leads and oversees the development of policies and procedures in work schedules and plans, evaluating workforce levels and conducting extensive quality assurance audits and evaluations of the operations of WUPD. Manages the Planning/Research, Data Analytics, Clery Compliance, Grants and an Intern program.


Job Description

Primary Duties & Responsibilities


  • Assists in the management of day-to-day administration of the Police Department.  
  • Oversees and assists in the coordination of new programs, policies and procedures. 
  • Oversees the development and deployment of resources within the Police Department and annual work schedules.
  • Evaluates workforce levels and makes recommendations on deployment of WUPD resources based upon data and metrics.
  • Supports the efforts to compile, share, and analyze Police Department data and the effective use of data-driven approaches.
  • Designs strategies to enhance innovative service delivery programs.
  • Ensures transparency and open communication on policing matters.
  • Supports efforts to compile, share and analyze public safety data.
  • Designs strategies to recruit additional qualified officers and ensure inclusive hiring practices.
  • Develops strategies to enhance innovative service delivery programs, including crisis response initiatives and alternative response models.
  • Develops strategies to expand community policing and community feedback.
  • Develops innovative technological solutions to everyday public safety issues.
  • Negotiates and coordinates public safety, policing and related policy decisions with other jurisdictions, grantors, University partners and community representatives.
  • Assists in researching and writing public safety grants.
  • Researches and assesses the suitability of available grant funding opportunities utilizing resources on the local state and federal levels.
  • Monitors grants awarded to the Department for compliance.
  • Develops and implements procedural manuals for the effective operations of the Department.
  • Assists the Bureau of Operations Support with department’s vehicle fleet; including asset maintenance, long term planning for attrition and sustainability.
  • Oversees the department sustainability program ( i.e. Green Offices Program).
  • Coordinates with the Bureau of Administration on policy review and policy guidance.
  • Assists Bureau of Operations on strategic planning and initiatives of the Police Department.
  • Oversees the CALEA accreditation process and ensure that the Department retains accreditation.  
  • Performs other duties as assigned.

Preferred Qualifications

  • Master’s degree strongly preferred.
  • Ten years in public safety, government or university.
  • Knowledge and experience in CALEA, police scheduling, police planning, crime classification and implementation of police programming.
  • Demonstrated abilities for attention to detail.
  • Ability to create complex financial Excel files and reports.
  • Effective verbal, written and interpersonal communications skills.
  • Ability to create PowerPoint presentations.
  • Effective presentation skills.
  • Demonstrated ability to participate in strategic planning.
  • Project management experience.
  • Demonstrated abilities for grant writing and management.
  • Auditing and policy compliance abilities.
  • Law enforcement policy and procedure writing ability.


Required Qualifications

  • Bachelor’s degree and five (5) years of progressively responsible law enforcement planning, CALEA, program development and deliverables and the strategic planning and operational support of a police department.
  • Management and leadership experience.
  • Law enforcement training experience; developing curriculum.

Salary Range
$52,000.00 - $88,800.00 / Annually

The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
