Job Summary

The Assistant Chief Information Officer (ACIO), under general direction, plans, organizes, and manages the efficient operation of all related technology and processes in support of the business operations. This is achieved through the effective orchestration of people, processes, technology, and service providers. As an Assistant CIO and a member of the IT Leadership Team, this person will apply extensive knowledge of a broad range of technologies and best practices to ensure that IT Infrastructure is operating at optimum levels of effectiveness and creating value for the business. The ACIO will develop and maintain collaborative, robust relationships with key business stakeholders and peer IT leaders both internally and across the TAMU System.

Essential Duties and Responsibilities

  • Works with the CIO and the Executive Leadership Team to establish and execute the strategic plan of the Division with associated goals and objectives. Directs program activities of staff for the Division’s operational teams and directs operations of Information Technology (IT) infrastructure services. Develops and implements techniques for evaluating program activities. Develops goals and objectives. Oversees the management of IT infrastructure and functionality.

  • Sets the mission and vision, fostering a business oriented, technology led culture and mindset driven by continual service improvement.

  • Leads in the development and implementation of technological roadmaps and ensures integration with the overall IT strategic plan. Works closely with IT peers and the CIO on the IT service portfolio and governance required to prioritize resources and budget.

  • Serves as a trusted technological adviser to IT leaders and business stakeholders, ensuring IT services meet their needs, and responds with agility to address changing business priorities.

  • Oversees the design and management of a modern and efficient network infrastructure. 

  • Ensures appropriate data backup mechanism and disaster recovery plans are in place and have been tested for recoverability.

  • Oversees the design and management of a highly virtual computer and storage environment that meets business needs for agility, cost-effectiveness, performance and recoverability.

  • Ensures that security is embedded in all IT operations through appropriate application of information security tools, policies, practices and oversight.

  • Oversees the design and management of an ITIL-focused end user support function providing service desk, application support, and end user device management. In conjunction with IT peers, maintains IT Infrastructure in accordance with System security standards.

  • Effectively complies with Incident, Change and Problem Management processes.

  • Participates in the development and management of the annual operating expenditure and capital expenditure budgets to align investments with strategic plans.

  • Maintains currency on emerging technologies and platforms and provides direction on what technologies should be assimilated and/or integrated into the infrastructure landscape.

  • Participates in the development of the IT Infrastructure sourcing strategy; manages effective vendor and partner relationships.

  • Builds, leads and develops a capable IT workforce that aligns with current and future strategy. Oversees training and professional development activities.

  • Conducts and attends meetings. Represents IT at business meetings, committees, conferences, and seminars.

Additional Responsibilities

  • Sets IT security policy and procedures to ensure network security, access control, physical security, application development, and management appropriately meet institutional, Federal, State, and industry regulatory requirements.

  • Develops, communicates, supports, and manages compliance with IT security policies and internal audits.

  • Ensures adoption and implementation of appropriate IT policies including security, processes, State, and Federal regulations, as well as TAMIU and TAMUS rules and procedures.

Minimum Requirements

  • Education – Bachelor’s degree in Management Information Systems or related field.

  • Experience – Ten years of related experience.

  • Supervisory - 3 years related supervisory experience.

  • An equivalent combination of education and experience may be considered.

Knowledge and Abilities

Knowledge of:

  • Extensive knowledge of IT management, leadership and IT solution delivery

  • Database solutions, cloud IT services, application design, web applications, and software development

  • Strong organizational and leadership skills.

  • Interpersonal and communication skills.

Ability to:

  • Present information clearly and concisely.

  • Multitask and work cooperatively with others.

Preferred Knowledge and Abilities

  • Security advising or consulting, developing, and enforcing security policies.

  • Knowledge of Complex and mixed technology environments.

License/Professional Certification – None.

Salary: $130,000/annually
