$45.00 per hour

As a member of the Preparedness Exercise Program, the Instructor will perform various functions within the exercise program, including the design, development, setup, execution, evaluation, and after-action reporting of full-scale, functional, and tabletop exercises and custom training courses. 

The Instructor will follow the Homeland Security Exercise and Evaluation Program (HSEEP) and approved curriculum course outlines as explained in the applicable Instructor Guides. In addition, this position will actively participate in course development and review/revision of courses following the TEEX curriculum development process and review new instructional materials as requested. The Instructor will also maintain records, reports, and documentation of activities during each course or exercise delivery. Will utilize knowledge of adult learning theories and learning styles to help maximize learner success and ensure the overall effectiveness of the course instruction. This position reports to the Training Manager.

Required Qualifications:

  • Bachelor’s Degree from an accredited College or university (equivalency:  will consider an Associate’s degree with nine years of experience in a command or leadership role in any combination of the following emergency response fields: technical local, state, or federal emergency response discipline from law enforcement, fire, hazmat, EMS, health care and/or public health, public works, medical, military, emergency management, public information discipline, government administration, public safety communication or other related fields or a High School Diploma/GED with eleven years in a command or leadership role in any combination of the following emergency response fields: technical local, state, or federal emergency response discipline from law enforcement, fire, hazmat, EMS, health care and/or public health, public works, medical, military, emergency management, public information discipline, government administration, public safety communication or other related fields)

  • Seven years of experience in a command or leadership role in any combination of the following emergency response fields: technical local, state, or federal emergency response discipline from law enforcement, fire, hazmat, EMS, health care and/or public health, public works, medical, military, emergency management, public information discipline, government administration, public safety communication or other related fields

  • Three years of adult education and/or training

Required Licenses/Certifications: 

  • Valid Driver's License

  • Completion of IS 700, 800, ICS 100, 200

Preferred Qualifications: 

  • Bachelor’s or Master’s degree from an accredited college or university  

  • 10 years or more experience in a leadership role in any combination of the following emergency response fields: technical local, state, or federal emergency response discipline from law enforcement, fire, hazmat, EMS, health care and/or public health, public works, medical, military, emergency management, public information discipline, government administration, public safety communication or other designated

  • Experience facilitating courses/exercises supported by Homeland Security National Training Program – HSNTP

  • Completion of IS-120 (An Introduction to Exercises) and IS-130 (How to be an Exercise Evaluator)

  • Three or more years with a State or Federal response organization

  • Five or more years as a Chief Officer

  • Three or more years of experience in training adults

  • Four or more years of experience working in a city and/or county Emergency Operations Center

Physical Requirements: 

  • Ability to regularly use computer/keyboard/telephone

  • Ability to communicate orally and in writing

  • Ability to work outdoors exposed to various weather conditions, potential allergens, elevated noise levels, cold and heat

  • Ability to support training delivery for up to 8-10 hours/day (standing)

  • Physical conditioning consistent with setting up classrooms, movement of training equipment, and instructional materials up to 50 lbs.

  • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines

Knowledge, Skills, and Abilities: 

  • Advanced working knowledge and understanding of the Homeland Security Exercise and Evaluation Program (HSEEP)

  • Knowledge of adult learning theories and learning styles

  • Skilled in utilizing various learning and active listening strategies

  • Excellent small group facilitation and team-building skills

  • Working knowledge of basic office software and instructional programs to effectively use computers

  • Knowledge of principles and methods for teaching and instructing individuals and groups of various sizes

  • Knowledge of media production, communication, dissemination techniques, and methods

  • Strong interpersonal and organizational skills

  • Ability to use a variety of media to present course materials

  • Ability to provide Subject Matter Expertise in multiple response disciplines (i.e. Fire, EMS, Law Enforcement, Public Health, Hazardous Materials, Government Administration, Healthcare, Emergency Management, Public Works, or Public Safety Communication)

  • Strong interpersonal and organizational skills

  • Excellent verbal and written communication skills including presentation skills

  • Ability to orally comprehend and express information and use inductive and deductive reasoning  

  • Ability to positively and professionally interact with clients and staff

  • Ability to multitask and work cooperatively with others

Notifications: 

  • This position is security-sensitive.

  • This position may require 85% or more travel.

  • This is a wage position established to accommodate a temporary organizational need.  As such, TEEX does not guarantee any set number of hours or length of employment in this role.

  • This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon the continuation of funding from these grants and/or contracts, as well as satisfactory job performance.

  • This position may require work beyond normal office hours and/or work on weekends.

  • This position allows telecommuting per TEEX guidelines.

  • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.

  • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.

Essential Duties, Tasks, and Percentages: 

Exercise Support and Training Course Delivery – 65%:

  • Conducts various exercises and courses within a specified program

  • Assists the Training Manager with the design, development, setup, execution, evaluation, and after-action reporting of full-scale, functional, and tabletop exercises and custom training courses

  • Prepares course material and classroom/exercise location, maintains subject matter expertise on topics of instruction and presents lessons in a positive manner using adult learning principles, and ensures all aspects of lessons and activities are covered

  •  Participate as a Subject Matter Expert as needed and assist in course development and review as needed

  • Arrives no less than one hour before the class is scheduled to begin

  • Follows approved curriculum course outline and timelines

  • Ensures curriculum is up to date with current standards and procedures

  • Performs all course exercises as explained by the Course Instructor Guide   

  • Ensures all participants have achieved the terminal objects of the course   

  • Ensure all training materials, training aids, and classrooms are secured upon completion of the course

  • Ensures that each course is fully coordinated with the receiving jurisdiction; to include, preparing and shipping all required course materials, coordinating teaching assignments with full-time and adjunct instructors, and coordinating travel and lodging for the instructor team prior to departure

  • Ensures that the classroom is prepared for class delivery to include setting up and tearing down equipment, course props, and other materials

  • Reports items that need replacement to Training Manager  

  • Collects exercise and training documentation, forms, attendance rosters, and other sensitive materials, as appropriate, and submits to the Training Manager as instructed in a timely manner

  • Ensures class documentation is completed in an accurate and timely manner in accordance with Division Guidance, Agency, and Contractual requirements

Maintain good customer relations - 15%:

  • Serves as a liaison for the Preparedness program on other curriculum working groups as assigned

  • Contacts customers 3 to 4 weeks before the beginning of the course to ensure all logistics are finalized 

  • Forwards all leads to appropriate divisional personnel  

  • Actively markets divisional and agency courses to source participants and customers

  • Prepares classes per customer’s request, contacting the customer before the class takes place to make sure logistics need are covered

  • Interacts positively and professionally with staff members, wage instructors, and internal/external customers

  • Assists other divisional and agency programs as needed

Develop / update course materials - 15%:

  • Assists the Training Manager in development of new courses, including the development of terminal and enabling objectives

  • Recommends new course development based on customer needs

  • Reviews new instructional materials as they become available to determine relevance with current courses

  • Recommends new course development based on customer needs. Function as a subject matter expert when needed

  • Assists in development of new courses as a subject matter expert (SME) or assists other SME's as needed  

Administrative/Fiscal Responsibility– 5%:

  • Submits administrative paperwork to include timesheets and travel expenses/receipts within the required time frame per agency and division policy

  • Tracks and provides estimates of time and effort for technical assistance projects to ensure budget targets are met

Other Duties:

  • Participates in a minimum of eight hours of professional development activities specifically targeted at improving instructional techniques (not subject matter) per year

  • Completes agency-required training within the requested due dates

  • Follows all dress codes associated with work activity (i.e., travel, workshop, in office, etc.)

  • Performs additional work duties as assigned
