The Agency Instructor III, under direction of the Training Coordinator, will assist the Preparedness Program in developing, designing, and delivering various courses and exercises related to Industrial emergency management. The Instructor will utilize their knowledge of adult learning theories and learning styles to help maximize learner success and ensure overall effectiveness of the course instruction. The instructor will utilize simulation software and a variety of media to present and teach course material. In addition, this position may participate in the updating and revising of a course as a team member in the curriculum development process and review new instructional materials, as requested. The Instructor will also maintain records, reports, and documentation of activities during each course or exercise delivery.   

Required Qualifications:

  • High School diploma or GED

  • Seven years of experience with Industrial related incident management operations, emergency response planning and/or emergency management in a plant setting

  • Three years of adult education and/or training

Other Requirements: 

  • Valid driver’s license

  • Completion of IS 700, 800, and ICS 100-300

Preferred Qualifications: 

  • Bachelor’s degree from an accredited college or university

  • Five years of experience in Incident Management Team (IMT)/Emergency Operation Center (EOC) operations

  • Five years of experience in designing and/or providing adult training

  • Five years of experience in exercise design and/or evaluation

  • Two years of experience using simulation software in a training environment

  • Certification in one of the following areas: Certified Safety Professional (CSP), Certified Emergency Manager (CEM), Certified Texas Emergency Manager (TEM), Master Exercise Practitioner (MEP)

Physical Requirements: 

  • Ability to work outdoors exposed to various weather conditions, potential allergens, elevated noise levels, and heat

  • Must be able to stand for extended periods of time

  • Ability to move up to 50 lbs. with or without accommodation

Knowledge, Skills, and Abilities: 

  • Advanced knowledge of the National Incident Management System (NIMS) and Incident Command System (ICS), including multi-agency coordination systems, emergency operations centers and incident command operations in emergency response settings

  • Able to provide Subject Matter Expertise in Industrial related incident management operations and response

  • Must possess the ability to comfortably and professionally interact with and instruct all levels of management in any organization

  • Must possess effective verbal and written communications skills, able to interact with a variety of instructional, management and support staff at all levels and with customers

  • Must possess excellent organizational skills and have the ability to routinely and effectively handle multiple tasks

  • Working knowledge of Microsoft Word, Excel and PowerPoint

  • Ability to promote program growth through customer relations and marketing

  • Ability to coordinate and facilitate planning meetings and project deliveries

  • Strong knowledge and skills with virtual reality and simulation-based software.

  • Ability to develop and modify virtual environments as the program needs

  • Ability to interact with senior incident response personnel

Essential Duties, Tasks, and Percentages:  The Agency Instructor III will serve as subject matter expertise in NIMS and ICS for Industrial related operations and emergency response settings as listed in knowledge and skills. Support, design, development, and delivery of training, exercises, and/or simulation/ virtual reality environments. The Agency Instructor III will provide support to the Training Coordinator and the Program Director.

Training and Exercise Support, Design, Development, and Delivery – 75%

  • Travel to and from course and/or exercise location.

  • Perform the role of the lead instructor to ensure that the course is effectively and efficiently presented in accordance with TEEX certified curricula.  Provide support to the many business lines of the Preparedness Program.

  • Coordinates personnel assignments in support of upcoming course deliveries.  Monitors activities of assigned instructors during course delivery to ensure course objectives are met.  Leads nightly course debrief with other team members and adjusts course delivery as necessary.

  • Assists with course instruction and/or provide technical assistance. Prepare training/exercise materials, training aids, and/or equipment prior to course. Ensure classrooms/exercise locations are ready for participants. Ensure concerned parties are contacted and notified of schedules, locations, and times. Ensure participants have achieved terminal objectives of the course. Ensure training/exercise materials, training aids, and classrooms/exercise locations are secured upon completion of the course. Complete timely reports and other related documentation following course completion.

  • Assist the Training Coordinator with the design, development, setup, execution, evaluation, and after-action reporting of full-scale, function, and table top exercises and custom training courses. This includes virtual reality courses.

  • Prepares and develops exercise documents, materials, project aids, and equipment prior to exercise delivery. Collects exercise and training documentation, forms, and attendance rosters, as appropriate, and submit to the Training Coordinator as instructed in a timely manner.

  • Coordinates with other TEEX divisions/institutes for delivery of other courses that may be requested by the customer as part of a course delivery.  Coordinate with the Point of Contacts to ensure that the courses meet the needs of the Preparedness Program customers and provide an excellent customer experience from start to finish.   Serve as the Preparedness program representative with current or potential program customers.

Oversees Training and Exercise Development, Customization, and updating course materials – 15%

  • Leads/Assists the curriculum and exercise development efforts in support of any of the business lines under the Preparedness Program. Responsible for quality control of scenarios, exercises, and custom course developments.  Assists in developing lesson plans, outlines, training aids, manuals and scenarios for practical application. Creates or updates PowerPoint and/or other graphic training aids.

  • Confers with clients to define simulation and/or virtual reality requirements. Identifies programming and output needs.

  • Reviews, modifies, and writes simulation and/or virtual reality environments, program code, and job control language as necessary in preparation for client delivery. Test simulation and virtual reality environment and program modifications.

  • Answers questions and provides technical assistance and training to application users. Resolves problems by reviewing and analyzing software documentation and production outputs to identify causes, solutions, and make appropriate referrals.

Performs other duties as assigned – 10%

  • Submits times sheets, travel forms, and receipts within the required time frames.

  • Completes agency required training within the requested due dates.

  • Interact positively and professionally with staff, students, and other external partners.

  • Incorporate Safety, Teamwork, Adaptability, Respect, and Stewardship into project tasks.

  • Acts and wears appropriate professional attire, or dress code as appropriate, and represents agency in a positive light.
