Agency Instructor I - Special Projects

The Agency Instructor I, under direction, assists in training various specialty skilled and/or semi-skilled courses within the Infrastructure Training & Safety Institute (ITSI) Special Projects program. Utilizes knowledge of adult learning theories and learning styles to help maximize learner success and ensure overall effectiveness of the course instruction. Performs online and/or classroom instruction, field-based skills training, and/or may provide technical assistance in a specialty area. Uses a variety of media to present course material. May assist in creating new and/or updating curriculum content, when necessary, to meet learner needs. Works with the Special Projects team and ITSI customers to deliver training in and assist in development of emergency management plans, conduct vulnerability assessments, develop, and deliver Homeland Security Exercise and Evaluation Program (HSEEP) compliant exercises. Works with other program areas within ITSI to support plan development, vulnerability assessments, and exercises. Assists in the marketing of Division capabilities in plan development, providing vulnerability assessments, and exercises.

This position reports to the Agency Training Coordinator.

Required Qualifications:

  • High School Diploma or GED.

  • Four years of Emergency Management Planning experience, and/or HSEEP Exercise development experience.

  • One year of adult education and/or training.

Required Licenses/Certifications

  • Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.

Preferred Qualifications

  • Bachelor’s degree from an accredited college or university.

  • Master Exercise Practitioner certification.

  • Five years of Emergency Management experience.

  • Certified Emergency Manager.

  • Experience in conducting Risk and Resiliency Assessments, Vulnerability Assessments or Threat and Hazard Identification and Risk Assessments (THIRA).

Physical Requirements: 

  • Ability to work outdoors exposed to various weather conditions, potential allergens, elevated noise levels, and heat.

  • Ability to lift and/or move heavy objects with or without accommodation.

  • Standard office equipment: computer, keyboard, multifunctional printer, telephone.

Notifications: 

  • This position is security sensitive.

  • This position may require work beyond normal office hours and/or work on weekends.

  • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.

  • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.

  • Ability to travel independently to other and/or remote locations by driving a personal or TEEX vehicle and/or flying on commercial airlines.

  • This position is eligible for telecommuting (within Texas).

  • This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.

  • This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role.

Essential Duties, Tasks, and Percentages: 

Special Projects Training, Assessments, Plan Developments and Exercises – 70%

  • Acts as the Lead Instructor for ITSI Special Projects trainings and technical assistance opportunities.

  • Meets with customers to ascertain planning, assessment, and exercise needs.

  • Leads teams to develop plans, conducts assessments, and exercises.

  • Develops plans, conducts assessments, and exercises.

  • Assures quality products.

Provide Classroom Instruction – 20%

  • Instructs courses and provides technical assistance when needed.

  • Prepares training materials, training aids, and/or equipment prior to course.

  • Ensures classrooms are ready for participants.

  • Ensures concerned parties, points of contacts, host organization, agencies, are contacted and notified of schedules, locations, and times.

  • Ensures participants have achieved terminal objectives of the course.

  • Ensures training materials, training aids, and classrooms are secured upon completion of the course.

  • Utilizes knowledge of adult learning theories and learning styles to help maximize learner success and ensure overall effectiveness of the course instruction.

Programmatic Support – 10%

  • Ensures class documentation is completed in an accurate and timely manner in accordance with Division Guidance, Agency, and Contractual requirements.

  • Assists in the marketing of Division programs and events to potential customers and students.

  • Ensures requests for travel and post travel claim documentation are completed in an accurate and timely manner in accordance with Division and Agency guidance.

Additional Program/Division responsibilities:

  • Maintains and safeguards assigned divisional equipment and property.

  • Maintains a clean and neat appearance.

  • Maintains orderly and clean workspace/classroom environment.

  • Performs other duties as assigned.
