The Role

The Energy and Environmental Compliance Manager is a key member of the Energy & Utilities Team within the Net Zero and Carbon Leadership Directorate. The team provides strategic direction, planning and delivery of programmes associated with the sustainable operation of the estate, energy and utilities strategy and emissions management.

The Energy and Environmental Compliance Manager will take a lead role in developing, maintaining and delivering energy and environmental compliance activities. This includes maintaining the Energy Management (EnMS), the Emissions Management (EmMS) System, energy and environmental risk registers, legal registers, and managing all regularity permits and reporting requirements.

The post holder will liaise closely with Compliance Managers working in parallel operational teams (e.g. Building Services Group) and with facilities managers within Schools and Colleges.

Key Responsibilities

Maintain the environmental legal register. Monitor risk and manage compliance obligations under a wide range of environmental regulations and mandatory public and sector specific reporting. This may include: Pollution Prevention and Control (Scotland) Regulations; Greenhouse Gas Emissions Trading Scheme; Climate Change Levy Regulations; Climate Change (Scotland) Act 2009; Clean Air Act 1993; Fluorinated Greenhouse Gases Regulations; Ozone-Depleting Substances Regulations; Sewerage (Scotland) Act 1968; Water Environment (Controlled Activities) (Scotland) Regulations, Heat Network regulations, Metering and Billing Regulations; Combined Heat and Power Quality Assurance standards, Energy Performance of Buildings (Scotland) Regulations; Building (Scotland) Regulations, Building Assessment Reports.

Develop and manage Energy Management System (EnMS). Maintain recurring risk assessments.  Coordinate planning activity with the team and develop ongoing action plans. Manage compliance with Scottish and UK energy and utilities legislation. Develop EnMS documentation as required. Undertake continuous improvement planning using formal management system processes and protocols. Support the delivery of prioritised actions to enable continuous improvement. Take a lead role in coordinating internal and external audits, maintaining permits, maintaining clear and accurate reporting to external regulators, internal committees and the public. Liaise with regulators and local and national government. 

Develop and manage the Pollution and Emissions Management System (EmMS). Maintain recurring risk assessments. Coordinate planning activity with the team and develop ongoing action plans. Manage regulated compliance with Scottish and UK pollution and emissions legislation. Maintain emissions and pollution source records. Develop and maintain EmMS documentation as required. Undertake continuous improvement planning using formal management system processes and protocols. Support the delivery of prioritised actions to enable continuous improvement. Take a lead role in coordinating internal and external audits, maintaining permits, maintaining clear and accurate regulated reporting. Liaise with regulators and local and national government. 

Support the development of a coordinated university Environmental Management System. Maintain risk assessments in collaboration with Estates colleagues. Coordinate planning activity with the team and develop ongoing action plans. Develop draft management system documentation. Plan continuous improvement addressing risk, estate performance and management processes. Support the delivery of prioritised actions across the institution to enable continuous improvement. Maintain clear and accurate reporting. Liaise with regulators and local and national government as required. 

Develop and manage the University’s obligations as a regulated heat network operator. Maintain recurring risk assessments. Coordinate planning activity with the University and the University of Edinburgh Services Company. Develop ongoing action plans. Develop documentation as required. Support the delivery of prioritised actions across the institution to enable continuous improvement. Liaise with regulators and local and national government as required. 

Develop and manage the University’s regulated obligations related to building energy and emissions performance. Coordinate planning activity with the team and develop ongoing action plans. Develop documentation as required. Support the delivery of prioritised actions across the institution to enable continuous improvement. Liaise with regulators and local and national government as required.  

Knowledge, Skills & Experience

  • Educated to degree level in an energy or environmental focused area.
  • Excellent interpersonal and communication skills, with the ability to persuade, influence and negotiate with staff at all levels of seniority.
  • Significant breadth and depth of experience in a similar role and context.
  • Up to date knowledge of relevant energy and environmental legislation.
  • Experience conducting audits, and or/ leading management systems, based the requirements of ISO or other equivalent protocols.
  • In-depth understanding and experience in managing compliance with environmental regulation in a similar context.
  • Familiarity with the compliance requirements of a large estate owner e.g. ESOS, ISO 50001, SECR, EUETS, CCA, TM44.
  • General working knowledge and understanding of quality management / continual improvement processes and standards.
  • Working knowledge and understanding of ISO 50001.
  • Working knowledge and understanding of GHG Protocol, PAS 2080 and ISO 14068.
  • Experience managing energy and environmental related permits, in a similar context.
  • Experience managing and monitoring project budgets, and reporting on utilities and carbon performance.
  • Experience leading site energy surveys and technical audits. Carrying out inspections, surveys, and risk assessments.
  • Strong analytical and problem-solving skills and experience with an attention to detail.
  • A practical understanding of Health and Safety legislation and management.
  • Ability to manage conflicting priorities within a demanding workload.

It is desirable that the applicant can demonstrate:

  • Experience and knowledge of Energy Performance of Buildings (Scotland) Regulations; Building (Scotland) Regulations, Town and Country Planning (Environmental Impact Assessment) (Scotland) Regulations, Scottish Government Building Assessment Reports.
  • Experience and knowledge of: Pollution Prevention and Control (Scotland) Regulations; Greenhouse Gas Emissions Trading Scheme; Climate Change Levy Regulations; Climate Change (Scotland) Act 2009; Clean Air Act 1993; Fluorinated Greenhouse Gases Regulations; Ozone-Depleting Substances Regulations; Sewerage (Scotland) Act 1968; Water Environment (Controlled Activities) (Scotland) Regulations.
  • Experience and knowledge of: Heat Network regulations, Metering and Billing Regulations; Combined heat and power Quality Assurance standards.
