Job Description

 

The School of Continuing and Lifelong Education (SCALE) was established to drive the expansion of NUS’ lifelong learning offerings in a concerted and strategic way that furthers our mission to be a leading global university, as well as fulfil our role as a public university of Singapore, shaping the future.

Drawing on unparalleled access to the multi-disciplinary expertise of 16 other NUS Faculties/Schools, SCALE offers youth, executive and professional development/education programmes, part-time and full-time degree programmes, as well as modular courses that may be taken singly or stacked towards certificates/diplomas/degrees that meet the lifelong learning needs of individuals.  All programmes are designed and developed in consultation with the industry to ensure relevance and currency.

 

About the Role

 

To augment our manpower resources in the School, we are looking for a suitably qualified candidate to join our Lifelong Education & Training (LET) Unit.

 

Reporting to the Associate Director, the incumbent shall assist in a wide range of administrative and technical duties to ensure efficiency and effectiveness on the unit’s L&D management, development and compliance.

 

This role is offered on a 3-year renewable contract basis in the first instance, with the prospect of a regular open employment contract thereafter subject to satisfactory job performance during the first 3 years. 

 

Remuneration is based on a 12-month salary structure, with annual variable bonus subject to the incumbent’s performance and the University/School’s prevailing remuneration policies. 

 

The incumbent will be emplaced at an appropriate appointment grade based on his/her individual merits.


Key Duties and Responsibilities 


•    Work with the leadership team to create and implement a comprehensive, results-oriented plan for meeting the operational goals around grant development, communications, and partnership for training programmes ineligible under SSG Course Fee Funding
•    Manage multiple the utilisation and conditions for utilisation of the different grant eligibility models 
•    Acquire and source for alternative grant and funding to support the launch of NUS CET programmes not under SSG’s sectorial classification
•    Manage the coordination and logistical planning of project grants and sponsorship
•    Collaborate with internal and marketing teams to develop effective communication tools to advocate sustained sponsorship and funding from various stakeholders
Establish strong partnerships with CET units to gain a strong understanding of current training issues and opportunities, as related to learning and development
•    Conduct organizational needs analysis and create training plans to ensure that NUS E&A and academic staff have the required competency upgrades to excel in their roles
•    Review course materials to ensure they align with operating processes, procedures, and compliance requirements
•    Provide OJT mentorship and work with various stakeholders to coordinate and organize training sessions
•    Collect feedback on completed training to evaluate and measure results and make improvements where required
•    Conduct “train the trainer” workshops to ensure training, scalability, and effectiveness
•    Source and recommend vendors and other external partners to design, develop, and/or deliver learning solutions 
•    Manage budgets for Learning & Development
•    Define and lead projects focused on continuous improvement


Requirements 


•    At least a bachelor’s degree in education, learning/training & development, instructional design or disciplines related to adult education
•    IT savvy and proficient in MS Office applications
•    ACTA, ACLP and/or any adult education/higher education certificates an added advantage


Experience & Attributes 

•    At least 5 years of related working experience with an education or training services settings
•    Demonstrated ability to advocate and develop potential advancements or business collaborations
•    An understanding of SSG training and funding related polices and procedures an added advantage
•    Strong business acumen and training needs analytics insights
•    Experience in courseware production or curriculum design 
•    Good verbal & written communication and interpersonal skills with a positive work attitude
•    Strong team player who is meticulous, resourceful, resilient and thrives in a fast-paced, results-oriented and ambiguous work environment
