Job description

ARENA Centre for European Studies at the University of Oslo (UiO) invites applications for a post-doctoral fellowship (SKO 1352) within political science. The fellowship is hosted by ARENA and funded by the Research Council of Norway through EURNOR – Research Centre on the European Dimension of Norwegian Law. EURNOR focuses on the implementation of EU law at the national level, and in particular the implementation of European Economic Area (EEA) law into Norwegian law.

ARENA Centre for European Studies is a multidisciplinary research centre at the University of Oslo, studying the direction, dynamics and sustainability of the evolving European political order. The Centre has conducted research on political, economic, legal and social integration, transformation and cooperation in Europe since 1994. As a member of the ARENA team, you will be part of a professional research center with extensive experience in coordinating international research projects and networks financed by European and Norwegian research funding institutions. More about the position

As a Post-doctoral fellow, you will be working in the EURNOR project together with Professor Daniel Naurin at ARENA and Associate Professor Øyvind Stiansen at the Department of Political Science. You will be expected to develop and implement your own research related to the legal-political aspects of the domestic implementation of European law (including EU/EEA law and the European Convention on Human Rights).

Theories of judicial and administrative decision-making may be used to analyze how political incentives influence the interpretation and application of law. Extant research demonstrates that legal and political factors may interact in influencing how European law is interpreted and applied, which was also evident in the highly salient Norwegian Social Security (NAV) scandal concerning longstanding misapplication of EEA law. EURNOR has a specific interest in the case of Norway and the implementation of EEA law. Nevertheless, comparative approaches in which Norwegian judicial and/or administrative decision-making is compared and contrasted with practices in EU member states are also encouraged.

Possible research questions to be pursued may include (but are not restricted to): How do national courts and/or administrative agencies balance the authority of European law and national law when there is a possible tension between the two? What explains variation in national courts’ decisions to request preliminary references/advisory opinions from the EU/EFTA Court in cases with EU/EEA relevance? How do governmental and non-governmental actors mobilize to influence the implementation of European law in national courts and agencies? Under what conditions is such mobilization successful? Possible research questions are not limited to these examples. The selected candidate will have considerable flexibility to develop their own research project connected to the overall scope of EURNOR.

The appointment is for the duration of three years with no teaching obligations. The proposed starting date for the fellowship is 1 March 2024 or as soon as possible thereafter. You will be provided with office space, equipment, and services as well as necessary resources for research related field work and conference travel.

As a Post-doctoral fellow, you will have your base at ARENA Centre for European Studies. You will be expected to be present in Oslo and to participate in ongoing activities at ARENA and EURNOR.

Qualification requirements

• Applicants must hold a degree equivalent to a Norwegian doctoral degree (Ph.D) in Political Science/European studies before taking up the post.
• Applicants must be able to demonstrate an ability to conduct high quality research in areas relevant to the theme of the call.
• ARENA’s working language is English. Fluent oral and written communication skills in English are therefore required. A good command of either Norwegian or another Scandinavian language would be an advantage.

In assessing the candidates, particular emphasis will be placed on the quality and relevance of the submitted research publications and the article proposal. Personal suitability and motivation will be taken into consideration. Potential candidates will be invited for an interview.

a) a short presentation of yourself,

A proposal for a journal article relevant to the call (maximum 1500 words, excluding bibliography). The proposal must demonstrate familiarity with previous research within the area, an ability to formulate a scientific problem and to specify a relevant research design and methods.

A CV summarizing your education, academic employments and other qualifying activities that you may have. The period of enrolment (admission – completion) in the PhD programme you have attended must be specified.

4.         

A complete list of publications

Copies of educational certificates (academic transcripts from university degrees only)

Three writing samples (e.g. published articles or working papers).
