The Financial Operations Specialist 3, under the direction of The Ohio State University Comprehensive Cancer Center (OSUCCC) Finance Manager, implements day to day administration and analysis of an assigned personal portfolio of approximately 115 OSU funds totaling $16 million each fiscal year within the OSUCCC. Performs monthly required financial reconciliations and account analysis and reviews on a wide variety of funds including Endowment, Development, Contract, Earnings (Conference), and General funds. Develops Business Plans for new Faculty recruits and large programs within the Comprehensive Cancer Center.

The Financial Operations Specialist 3 prepares and presents monthly reports and provides financial statements to the OSUCCC Finance Manager, Senior Administrative Staff and Faculty. Works cross-functionally with Faculty and Staff in 12 different University Colleges, The James, and all OSU ancillary services to provide support in financial management, budgeting, analytical financial statements, and other financial services.

This position completes monthly reconciliation of payroll transactions on the general ledger and completes HR adjustments and transactions in the University systems as needed. Works directly with Faculty for budgeted HR appointments and management of their staff and students on different University research funds and grants. Processes, reviews, and approves all required financial functions including journals, transfers, deposits, payroll, procurement, and accounts payable. Reviews OSUCCC Contracts, Letters of Offer, and MOUs to appropriately provide financial resources to Faculty and Staff. Approves fund availability for financial transactions in compliance with university policies and procedures and the approved delegation of signature authority document.

This position monitors fund balances and alerts Senior Financial Analyst of potential deficits or problems. Monitors accounting practices assuring compliance with auditing standards. Provides and disseminates information on OSU and CCC departmental fiscal policies and procedures. Develops tools and performs account and transaction fluctuation analysis, completes budget to actual data on a monthly, quarterly, and annual bases for fund financial review and forecasting. Resolves problems with account details and status. Assists with risk assessments and develops risk mitigation plans. Performs internal controls assessments and provides recommendations for policies and procedures. Works closely with purchasing to resolve any procurement issues with vendors or other departments.

The Financial Operations Specialist 3 utilizes University Human Resources (HR), Financial, and Procurement systems to manage information, and maintain fiscal record. Trains Fiscal Associates and assists in providing financial expertise for other staff and areas within the OSUCCC. Participates in year-end account closing activities. Hires and supervises student(s) employees as directed by the Finance Manager.


Required Qualifications:

  • Bachelor's Degree in Accounting, Finance, or Business-related field or equivalent experience.

  • Requires 4 years of financial management experience, 4-8 years of relevant experience preferred.

  • General ledger knowledge required; requires accounting, policy, and finance knowledge, strong analytical skills, computer skills, and the ability to manage time efficiently to complete multiple tasks with competing deadlines

  • Should possess analytical and problem solving skills and demonstrate the ability to work independently and take initiative for process improvement

  • Needs to demonstrate professionalism, teamwork, and exhibit strong communication skills with all levels of management within the organization, and with internal and external clients.

  • Requires successful completion of a background check. Candidate may be required to complete a pre-employment physical, including a drug screen.

Salary Range for this position: $ 58,100 - $77,500
