The Business Services Directorate ("BSD") provides high-quality business services to support the Lab's research initiatives by participating in cross-functional teams with a focus on risk mitigation and cost management, which is a critical component to the Lab's success.  Led by the Chief Financial Officer, Brookhaven’s Business Services Directorate includes the Budget Office, Fiscal Services Division, Procurement & Property Management Division, Chief Financial Office, and the Business Operations Offices.  The Directorate manages a broad range of financial activities, including the planning and implementation of the Lab’s fiscal matters and its approximately $700 million annual budget.

The mission of the Procurement and Property Management ("PPM") Division is to provide support for purchasing services, materials, equipment, and supplies for Brookhaven National Laboratory operations and programs. Procurement and Property Management Division does the following:

  • Provides internal customers with quality products and services in a timely manner at the lowest cost of ownership, i.e., "best value", using best commercial practices.

  • Supports the Laboratory's socioeconomic programs by using reliable small, small disadvantaged, women-owned, service-disabled veteran owned, and HUB (historically underutilized business) Zone businesses.

  • Ensures that acquisitions are conducted in compliance with the prime contract, applicable statutes, and regulations, and in accordance with the highest ethics and standards.

Procurement Operations Group Manager

Under limited direction, aids the Procurement & Property Management Division Manager ("PPMDM") with the development and execution of acquisition strategies to ensure an efficient and effective approved purchasing system. Overseeing a broad range of procurement activities and management of a team of procurement professionals. The Procurement Operations Group Manager is responsible for ensuring the effective execution of procurement transactions to include acquisition planning, development, solicitation, negotiation, award, and subcontract administration activities of low-dollar value/routine, to extremely complex and high-dollar value contractual arrangements. In the performance of these duties, the Procurement Operations Group Manager oversees PPMs Procurement Operations Teams:  Purchasing, Major Subcontracts, and Construction. 

In addition to the above-named responsibilities, the PPM Support Group Manager may assume the responsibility of the Procurement & Property Management Division Manager in their absence.

Essential Duties and Responsibilities:

  • Assist with developing, implementing and maintaining the Purchasing System, in accordance with Government requirements, for approval by the PPMDM and in compliance with the prime contract and acquisition regulations.

  • Assume responsibility for the overall management of the Procurement organization in the absence of the PPMDM, and lead specific initiatives as assigned.

  • Perform procurement management functions such as:

    • Workload assignment and tracking;

    • Procurement lead time tracking;

    • Workload balancing;

    • Acquisition planning;

    • Supplier management;

    • Risk management that includes making final decisions on the content of requests for quotes or information, solicitations, or contracts up to BSA’s Consent Threshold and approving changes in terms and conditions of standard agreements up to this amount.

  • Customer Relationship Management.

  • Stakeholder Relationship Management.

  • Reporting.

  • Resource Management.

  • Quality Control.

  • Training.

  • Assist in the development and deployment of eProcurement tools.

  • Serve as the senior manager responsible for the daily operations of the Procurement function.  Directs, manages, and performs daily oversight of pre and post award contract management activities for Procurement Operations Group Teams and assigned staff.

  • With direction from the PPMDM, partner with other senior managers to set and implement lab-wide Procurement expectations.

  • Represent the Procurement organization on committees, work groups, initiatives, etc. as assigned.

  • Develop and execute appropriate training for customers, vendors, and procurement personnel.

  • Strengthen compliance through appropriate policies, processes, and procedures and measure results. Interact with DOE to understand expectations and meet all contractual requirements.

  • Participate in self-assessments/audits as necessary.

  • Participate in the DOE contractor complex-wide Procurement Evaluation and Reengineering Team (PERT) contractor procurement system reviews and support the planning of the PERT preparation within PPM.

  • Develop and Monitor metrics to measure procurement performance.

  • Other duties as assigned.

  • Abide by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.

Required Knowledge, Skills, and Abilities:

  • Bachelor’s degree in business, finance, economics, or related field.

  • Minimum fifteen (15) years of business experience with at least ten (10) years’ experience working within a complex regulatory environment in procurement roles that include knowledge of contractual terms.

  • Five (5) years of experience managing a professional staff.

  • Demonstrated knowledge of the practice and principles of purchasing, management, project management, property and inventory management, and contract administration.

  • Demonstrated effective negotiating and communication skills.

  • Ability to lead change and build consensus-driven environment and to work through influence and persuasion.

  • Knowledge in acquisition planning and process improvement.

  • Working knowledge of procurement in a Federal Acquisition Regulations (FAR) based environment.

Preferred Knowledge, Skills, and Abilities:

  • Master’s degree in business or equivalent experience.

  • Certified Procurement Manager (CPM).

  • Certified Federal Contracts Manager (CFCM).

  • Certified Professional Contracts Manager (CPCM).

  • Working knowledge of PeopleSoft.

  • Working experience in DOE, with Department of Energy Acquisition Regulations (DEAR).

Compensation:

Brookhaven Laboratory is committed to providing fair, equitable, and competitive compensation. The full salary range for this position is $137400 - $219600 / year. Salary offers will be commensurate with the final candidate’s qualification, education, and experience and considered with the internal peer group.
