Program Officer - Committee on National Statistics

The Committee on National Statistics (CNSTAT) was established in 1972 at the National Academies of Sciences, Engineering, and Medicine to provide an independent review of federal statistical activities. The mission of CNSTAT is to provide advice to the federal government and the nation grounded in the current best scientific knowledge and practice that will lead to improved statistical methods and information upon which to base public policy.

The Program Officer will be responsible for developing and managing one or more of the organization's programs or projects with minimal oversight by Director or Senior Program Officer. Develops program or project strategy and budget, supervises staff, and ensures program or project meets objectives. Assembles committees/panels and serves as staff liaison between committee/panel members and the National Academies. Develops prospectuses and raises funds for new projects.

Incumbent applies in-depth professional level knowledge to independently solve a full range of complex problems and collaborates with others to arrive at consensus solutions. The job's primary focus may be either leading studies or convening activities or managing research projects. The work is primarily intellectual or analytical in character, requiring advanced knowledge. Assignments are broadly defined and require judgment and interpersonal skills to complete. Incumbent has authority to take whatever action deemed advisable or necessary, and is often responsible for oversight or management of other staff. Typically reports to Senior Program Officer or Director.

The selected candidate would work on projects under the portfolio of the Committee on National Statistics, which includes studies related to the development, evaluation, and use of statistics in a wide range of policy areas such as demographics, economics, employment, health, and education. Candidates should have a strong emphasis on quantitative applications or social or economic measurement. Experience with federal statistical surveys and programs or other large-scale data collection and research efforts, and ability to understand the complex problems of government and private data collection and interpretation. Experience examining survey and census data quality, using alternative data sources, and applying statistical disclosure limitation methods, including formal privacy is desirable.

Associate Program Officer - Board on Children, Youth, and Families

The Board on Children Youth and Families (BCYF) convenes top experts from across multiple disciplines to analyze the best available evidence on critical issues facing children, youth and families today. BCYF’s ability to evaluate research simultaneously from the perspectives of the biological, behavioral, health and social sciences allows us to shed light on innovative and influential solutions to inform the nation.

Under general supervision, the Associate Program Officer leads one or more of the organization’s programs or projects. Conducts research and prepares research papers and/or summaries. Tracks relevant issues and compiles reports. Coordinates program or project activities, handling inquiries, organizing meetings and workshops, and developing materials. Supervises or assists with the supervision of support staff. Ensures the program or project meets its stated objectives. May assist senior staff in the development of programs/projects, including developing prospectuses and raising funds.

Applies specific professional-level knowledge to solve problems requiring the identification and analysis of moderately complex variables. Incumbent takes action to solve routine problems in areas of assigned responsibility, but receives guidance or expertise from higher-level staff on more complex problems. Incumbent establishes processes and procedures to ensure the effective and efficient operation of program/project. Typically assist with supervision of staff, but certain positions may have full supervisory responsibilities for assigned staff.

Associate Program Officer - Board on Life Sciences

The Board on Life Sciences serves as the National Academies’ hub for addressing critical emerging policy and technical issues associated with life science research and applications. The Board engages experts across a variety of scientific and technological disciplines, sectors, organizations, and countries in order to incorporate diverse perspectives on committees and expert panels.

The Board's work encompasses fundamental, foundational, emerging, and applied life science research; multi, inter, and trans-disciplinary life and associated sciences; biotechnology and the bioeconomy; biological data sharing and analysis; environmental health and one health; biodiversity; international bioengagement; and biosecurity and defense.

Under general supervision, leads one or more of the organization’s programs or projects. Conducts research and prepares research papers and/or summaries. Tracks relevant issues and compiles reports. Coordinates program or project activities, handling inquiries, organizing meetings and workshops, and developing materials. Supervises or assists with the supervision of support staff. Ensures the program or project meets its stated objectives. May assist senior staff in the development of programs/projects, including developing prospectuses and raising funds.

Associate Program Officer - Board on Health Sciences Policy

The Board on Health Sciences Policy (HSP), within the Health and Medicine Division, oversees and guides a program of activities that is intended to encourage and sustain the continuous vigor of the basic biomedical and clinical research enterprises needed to ensure and improve the health and resilience of the public. In conducting these activities, consideration is given to the ethical, legal, and social contexts of scientific and technologic advances and to the balance between scientific opportunities and public needs. The goals of the Board on Health Sciences Policy are to:

Foster the emerging fields of research in the health and biomedical sciences;
Strengthen the role of science in policy and decision-making;
Promote and improve the education of health and research professionals and of the general public;
Ensure an adequate workforce in biomedical and clinical research;
Strengthen the preparedness, resilience, and sustainability of communities; and
Address issues in biomedical ethics.

The associate program officer may simultaneously support multiple projects within the Board on Health Sciences Policy. Such projects may include the Roundtable on Genomics and Precision Health and the Forum on Regenerative Medicine. The Roundtable and Forum are standing convening activities of multiple stakeholders who are brought together to examine and highlight important issues in these fields.
