Position Summary | The Research Management team within the Department of Family and Community Medicine seeks a Sr. Contract & Grant Administrator. This position works closely with the Sr. Program Manager and Vice Chair of Research. This person provides and coordinates centralized administrative and technical guidance and support to faculty and staff seeking outside funding for research, public service, and special sponsored institutional projects. Renegotiates contracts and sub-contracts, as appropriate to the specific position. Researches and interprets relevant regulations, guidelines, and standards, and oversees the processing of contracts and/or grants. Provides guidance and training to lower level administrators as appropriate, and serves as a principal point of liaison with contractors and funders of University programs. Duties: 1. Provide independent guidance and oversight to the Department of Family and Community Medicine (DFCM), Office for Community Health (OCH), Center for Native American Health (CNAH), and HSC Office of Diversity Equity and Inclusion (OfDEI) staff and administration in the development and preparation of outgoing research, education and service proposals, contracts, sub-contracts and agreements, to include the review of compliance with University policies and procedures, conflict of interest, appropriateness of terms and provisions along with the accuracy of budgets, documentation and interpretation of funding requirements. 2. Provide professional guidance and mentorship to research faculty, staff and administration in the development of large, complex proposals involving multiple internal and external agencies and/or intricate funding mechanisms. To include; leading a multi-proposal center grant proposal (involving six HSC departments and five main campus departments), preparing a complex HRSA AHEC cost share (federal, state, and in-kind funding) grant submission and facilitating the critical, urgent and accurate processing required to implement numerous state contracts. 3. Serve as a senior liaison between DFCM/OCH/CNAH/OfDEI and their funding agencies and contract entities to research and prepare formal responses requests for grant project continuations, No Cost Extensions (NCE), Just in Time (JIT) documentation, Research and Performance Progress Reports (RPPR), project proposal clarifications and scope of work/deliverables contract negotiations, utilizing the sponsoring agencies electronic submission and reporting systems. 4. Lead the DFCM/OCH/CNAH/OfDEI coordination for the pre-award receipt of awarded proposals, contracts, and subcontracts for accuracy and compliance with funding agency, federal, state, and university requirement and the post-award processing and maintenance of proposal and funding records in the DFCM and HSC SPO database systems. 5. Provide professional guidance, training and coaching to DFCM/OCH/CNAH/OfDEI research staff on the areas of expertise related to sponsored projects. 6. Participate in the DFCM Research Management Team (RMT) meetings, committees, activities and events to improve services and support department goals. Serve as a member of the RMT by preparing and delivering instruction to faculty and staff on contract administration regulations, policies, procedures, techniques, issues and trends. Promote RMT services by maintaining the research display board and preparing outreach materials. Represent the RMT at assigned trainings, meetings and events. 7. Serve as the DFCM/OCH/CNAH/OfDEI principal point of contact for the HSC-SPO Electronic Research Administration Click system. Serve as the primary department contact for the HSC Conflict of Interest (COI) electronic process and communicate with the HSC COI staff to resolve unmet COI compliance requirements. Coordinate regularly with the DFCM/OCH/CNAH/OfDEI accountants and HSC Financial Services to maintain complex aspects of the sponsor funded projects (budget revisions, F&A splits, MSU RTSF). 8. Pursue continuous professional development to maintain and increase applied knowledge of federal, state, agency and industry funding sources and mechanisms; Uniform Guidance, conflict of interest and research methods, and sponsored project life-cycle to expand skills to provide high-quality senior level research and scholarly support service to DFCM/OCH/CNAH/OfDEI, HSC Sponsored Projects Office and external agencies. Minimum Qualifications | High school diploma or GED; at least 10 years of experience directly related to the duties and responsibilities specified. Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis. |
Preferred Qualifications | Preferences: 1. Master’s Degree or at least three years post-baccalaureate relevant work experience. 2. Experience with research activities including data collection, analyses, and dissemination of findings. 3. Experience monitoring budgets. 4. Ability to train, supervise, and oversee the activities of students and staff. 5. Ability to prioritize, manage, and pursue multiple projects simultaneously. |
