Job Description Summary:
The George Washington University’s Office of Clinical Research (OCR) is a centralized resource that supports the clinical research efforts of investigators across the GW medical enterprise. The Research Grants Manager, Pre-Award, OCR plays a critical role, serving as a senior level expert with experience in grant and contract proposal development and submissions for complex clinical research applications, with responsibility for overseeing the submission of accurate, timely, and compliant research grant and contract proposal applications for Federal, Foundation, other non-profit, and industry/commercial partners and sponsors. Sole point of contact for grant proposal submissions initiated by physician researchers this position also serves as back up to the Sr. Financial Analyst, as well as develops and negotiate, as needed, budgets and budget amendments with pharmaceutical companies and medical device manufacturers for industry-sponsored industry-designed, as well as investigator initiated, investigational drug and device clinical trials.
Duties and Responsibilities:
  • The Research Grants Manager, Pre-Award, OCR will serve as liaison to the University’s Office of the Vice President for Research on behalf of the clinical departments for pre-award, and some post award administration matters as assigned.
  • The Research Grants Manager, Pre-Award, OCR will carry out sponsored program administration duties including preparing, assembling and submitting research grant proposals for all clinical departments, including preparing, reviewing and analyzing budgets; coordinating budget development with other Schools within the University, as needed, advising on determination and computation of appropriate salary levels, percentages of effort, fringe benefit rates, and indirect cost rates and bases, exercising discretion with regard to involving department chairs/administrators with budgeting issues;
  • Working with the Sr. Financial Analyst, as needed, to prepare and negotiate budgets for investigational drug and device clinical trials with pharmaceutical companies and medical device manufacturers including industry sponsored and industry designed and investigator initiated clinical trials;
  • Validating proposal submissions for accuracy and completeness; reviewing agency requirements and deadlines, and interpreting funding agency guidelines and regulations; confirming that proposal submissions adhere to all stated University/MFA and/or Hospital and sponsored organizational guidelines and working with PIs directly and relevant University and MFA department personnel to establish timelines for proposal submission;
  • Working directly with Faculty Principal Investigators (PIs) and Administrators to review, prepare and submit grant and contract proposals, including preparing large-scale, multi-disciplinary/multi-institutional proposals, and collaborating with external stakeholders, gathering subcontractor site documentation, working within strict timelines and guidelines to various funding agencies including Industry, Federal, State, associations, and local entities and Foundations
  • Preparing Other Support and compiling Biographical Sketches for researchers, writing non-technical narrative sections to support grant proposals to include budget justifications and descriptions of facilities and resources,
  • Creating budget models that fit within parameters of project budget and expectations; resolving issues associated with meeting sponsor or cost sharing requirements;
  • Submitting proposals through the University’s myResearch electronic routing system, maintaining a tracking system to follow grant proposals, contracts, and agreements;
  • Responding to inquiries from senior management at MFA and University concerning specific grant and contract proposal and submission information; and serving on committees and attending meetings as assigned by the Sr. Director, Business Operations, communicating and training various audiences on proposal preparation policy and practice; and assisting the Sr. Director, Business Operations with administrative duties as assigned.
  • The Research Grants Manager, Pre-Award, OCR will coordinate post award reporting, including progress report submissions to sponsors and funders, grant closeouts, invention reports, and specific documents related to training grants, preparing certification packages to meet sponsor requirements; creating supporting documentation requested by sponsors and/or for Government audits; and will carry out other post award administrative duties once the grant or award has been funded at the direction of the Executive Director, Administration & Operations

Perform other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
Minimum Qualifications:

Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 5 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study plus 3 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

  • College graduate, post graduate work or relevant certifications a plus.
  • 5 or more years of experience with federal and non-federal grant and contract administration/clinical research administration, including projects supported by pharmaceutical corporate sponsors requiring knowledge of regulatory and financial issues.
  • Knowledge of applicable FDA and federal regulations governing clinical research.
  • Experience in an academic setting.
  • Excellent verbal and written communication skills and negotiating skills.
  • Ability to do financial calculations, input data into the computer, and analyze data as requested.
Typical Hiring Range Commensurate with Experience.
