JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Financial Reporting Department at The Applied Research Laboratory (ARL) at Penn State is seeking a Proposal Award Generalist (PAG) to support the Materials and Manufacturing Office (MMO) Head and Office Business Manager (OBM) in the prioritization, coordination, and execution of MMO proposals. The PAG will work closely with the ARL Proposal Office and Contracts Office teams to ensure timely submission of compliant packages to sponsoring organizations.

 

ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC).

You will:

  • Support the MMO OBM in post award management and office manpower planning

  • Support MMO Principal Investigators (PIs) in the generation of Proposal Initiation Forms

  • Work with the MMO PIs to determine the requirements of proposals per the solicitation, ARL and PSU guidelines, and FAR/DFAR requirements

  • Collaborate with the sponsoring organization to support identification of proposal requirements, due dates, and other applicable items associated with the proposal as needed

  • Communicate these requirements to the ARL Proposal and Contracts Offices

  • Prioritize timelines/schedules for individual proposal preparation and submission and hold the proposal team accountable

  • Prioritize MMO proposals using a variety of factors to include but not limited to due date, complexity factor, and realism

  • Work with the MMO Office Head to resolve any issues, and communicate the priorities to the ARL Proposal Office

  • Support the MMO OBM in post award management by meeting with MMO Principal Investigators and Division Heads to review project expenditures, risks, forecasting, and contractual needs/requirements

  • Review MMO Project expenditures and balances to ensure risk of project over/under run are mitigated

  • Generate MMO manpower utilization reports using Estimate to Complete budgets and proposals weighted on their assigned probability

  • Support the use of this data for financial forecasting, resource de-confliction, hiring decisions, and to support inter-division resource utilization

 

Typically requires a Bachelor’s degree or higher plus two years of related experience, or an equivalent combination of education and experience.

 

Required skills and experience include:

  • Accounting, budgeting, forecasting and variance analysis

 

Preferred skills and experience include:

  • A Bachelor’s degree in Accounting, Finance, or Business Management

  • Project management and project costing on government contracts

 

Your working location will be mostly remote, but will sometimes require you to be on-site in State College, PA.

The pay range for this position, including all possible grades is:

$61,800.00 - $89,600.00
