JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Eberly College of Science seeks a dynamic, hardworking, highly skilled professional for the position of Proposal and Awards Generalist 4. This position will perform most work activities in a large volume, fast paced, complex, detailed, and multifaceted environment and would help to perform final reviews for proposal submission. This individual should be proficient with a full range of sponsor application processes and would have the opportunity to suggest and help implement process improvements to better support pre-award activities for the college. The selected team member’s job responsibilities relate to the pre-award side of sponsored program administration and will include, but are not limited to:

  • Responsible for assisting in the administration of policies and procedures concerning the preparation and development of proposals and contract for funding sponsored programs.

  • Serving as backup for Pre-award Manager on large and extremely complex proposals. Advise faculty on all aspects of proposal writing and preparation. Prepare proposal subsections including budgets and non-technical "boilerplate" components. Develop complex proposal budgets with breakdowns per sponsor guidelines by calculating hourly labor rates, costs by task, phase, government fiscal year, and/or proposal period.

  • Interpreting sponsor guidelines.

  • All aspects of the proposal submission process including delegated signature authority to submit to external sponsors.

  • Advising faculty and staff in interpreting and adhering to sponsor and University guidelines and regulations.

  • Reviewing, analyzing, and processing proposal, contracts, and grants from various federal, state, local agencies and private corporations and foundations.

  • Sub-award coordination for proposal submission.

  • Assisting with training and answering questions for new and junior pre-award staff. Topics will include proposal development, budget development, grant writing, cost-share policies, and other various procedures.

This person will work closely with central administration, departments, faculty, staff, the Office of Sponsored Programs, the Office of Research Protections (for IRB/IACUC compliance), and external sponsors. With over 400 proposals submitted per fiscal year. Excellent communications skills and customer service are critical and necessary.

Education and Experience:

This position typically requires a Bachelor's Degree or higher and four or more years of related experience, or an equivalent combination of education and experience. Post-award experience is helpful but not required. Graduate of the Penn State ACOR Certification and Education Series (ACES) program, knowledge of MS Office, Adobe Acrobat, SIMS and SIMS Budget, WorkLion, Excel and various electronic proposal submission processes is preferred.

We are looking for someone with excellent communication (both verbal and written) and interpersonal skills and who is capable of working both independently and as a team player. The ability to multitask and respond professionally in challenging situations is essential.
