Primary Purpose of Organizational Unit
The School of Information and Library Science (SILS) seeks to advance the profession and practice of librarianship and information science, to prepare students for careers in the field of information and library science, and to make significant contributions to the study of information. We educate innovative and responsible thinkers who will lead the information professions. These future leaders will be equipped to discover principles and impacts of information, create systems, techniques, and policies to advance information processes and services, and advance information creation, access, use, management and stewardship to improve the quality of life for diverse local, national, and global communities.

The Carolina Health Informatics Program (CHIP) is an interdisciplinary research and training program that plays a key role in fulfilling UNC-Chapel Hill’s commitment to improving human health through health informatics research, data sharing, development, and education. We draw faculty, health care professionals, and students from across the UNC campus to conduct basic and translational research and to offer graduate training in health informatics for scientists across the disciplines and for clinicians in medicine, nursing, public health, dentistry, and pharmacy. 
The Center for Information, Technology, and Public Life (CITAP) is a research center dedicated to understanding the growing impact of the internet, social media, and other forms of digital information sharing in the context of the people who design, use, and govern them. CITAP conducts original research that illuminates how people, technology, and power intersect. Our topics of study include: how inequalities are coded into new technology systems, networked communities and how people come together online, platform governance, and identity and disinformation. We take a holistic approach grounded in history, society, culture, and politics to the study of technology platforms and information systems.
Located in Research Triangle Park (RTP), SILS provides professional library services to the EPA’s largest research facility, where investigators focus on air pollution and its effects on human health and the ecosystem. The Library’s collections and services provide exposure to and experience with a wide range of materials, including biomedical, toxicological, and chemical information; engineering literature; government documents; and basic management and computer information. The EPA-RTP Library internship has been a cornerstone of the library’s service model since 1975. The library is staffed by a mixture of full-time professional librarians and up to eight graduate student interns.
Position Summary
This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.
This position will primarily manage the Award Setup, Award Management and Project Closeout stages of the Award Lifecycle for SILS sponsored projects for the assigned portfolio. This includes full award management responsibilities for the School with regards to funded agreements, but not limited to, Renewals and Progress Reports, Modifications and Award Amendments, Prior Approvals, Regulatory Compliance, Export Control, Working with Subrecipients, processing financial and HR transactions, and interim Reporting (Technical and Scientific Reporting, Financial Reporting, Managing Carryover Funds). Maintain decision-ready budget estimates and reports for the purpose of setting priorities, allocating resources, and completing annual spending; reports should accurately reflect each contract’s/grant’s financial position. Draft and present appropriate plan of action to principal investigators if preemptive action is necessary to mitigate risk and prevent marked acceleration or deceleration of expenditures (burn rate analysis). This position will work closely with the Pre-Award Business Officer position to complete the award lifecycle. This position will be responsible for proposal submissions for the assigned portfolio. 
The key financial advisor to the Associate Dean for managing C&G budgets and financial reporting. Manages the federal effort certification process for the School faculty, staff, and students. Analyze, monitor, interpret and/or review financial data using historical patterns, legal requirements, knowledge of C&G, awareness of changes in policies and procedures, current business trends, discussions with other SILS finance professionals and university business staff and technical/financial skills. Advise faculty on status of projects, i.e. balances, budget allocations by amount, upcoming end-dates, sub awards, summer salary, salary release, re-budgets, no-cost extensions, equipment acquisition and budget justifications. Process financial and HR transactions as needed in support of the Associate Dean to ensure business continuity of wide-ranging business needs such as accounting, budgeting, auditing, and grants administration.
Minimum Education and Experience Requirements
Entry-level with Masters; or Bachelors and 0-2 yrs experience

- Skills/Abilities: Intermediate knowledge and application of office practices and procedures. Intermediate computer skills. Must maintain confidentiality of work related information and materials. Sufficient ability to work well under pressure and meet deadlines. Ability to manage and prioritize multiple projects/tasks simultaneously while maintaining accuracy. Ability to operationalize the development and maintenance of internal controls. Detail oriented, strong communication skills, ability to understand complex accounting issues, and ability to learn and interface with various online accounting systems is also required. 
- Interpersonal: Combined skills in understanding, counseling, and/or influencing people are important in achieving job objectives, causing action, understanding others, or changing behavior; and, skills of persuasiveness or assertiveness, as well as sensitivity to the point of view of others. Must be able to function independently and have a clear understanding of accountability. Significant grasp on appropriate escalation when issues arise.

Preferred Qualifications, Competencies, and Experience
- Certified Research Administrator (CRA certification) or ability to obtain within one year preferred.
- Work requires communications, analytical and organizational skills generally acquired through completion of a bachelor’s degree program. 
- Substantial knowledge and experience working with post-award financial management generally requiring at least three years of relevant grants and contracts experience. 
- Thorough understanding of how to interpret regulations and guidelines from a wide variety of funding agencies and ability to manage the funding mechanism required by those agencies.
- Demonstrated skills in analyzing data and formulating conclusions; full command of MS Excel.
- Understand the management requirements of broadly represented aspects of Federal financial research compliance and to develop strategies for meeting compliance expectations within a dedicated unit and/or assigned portfolio.
