Position Summary

This position supports faculty and campus administration during proposal development and facilitates the administrative review and submission of MSU externally funded proposals.  Proposal preparation assistance includes interpreting moderate to complex terms and conditions of requests for proposals to ensure compliance with sponsoring agency and University guidelines; moderate to complex proposal review includes confirming budget and other financial compliance requirements including interpreting language in solicitations and other related legal documents; reviewing and submitting electronic application submissions in compliance with sponsoring agency guidelines; negotiating and drafting proposal documents for official signature; submission of just-in-time documentation to external sponsoring agencies; and effective monitoring and processing of internal and external communications to facilitate proposal and award processes; and composing correspondence to internal and external sources. Carrying out these duties will involve working on a computer up to 100% of the time including the use of on-line communication tools.

Unit Specific Education/Experience/Skills

Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business Administration with course work in Accounting and Business Law; three to five years of related and progressively more responsible or expansive work experience in auditing and contract preparation and negotiation; or an equivalent combination of education and experience.

For consideration under this posting, a candidate must either (i) be a U.S. citizen, permanent resident, refugee, or asylee, OR (ii) must hold citizenship that does not disqualify him or her from eligibility to work with the export-controlled data and/or technology essential to performance of position responsibilities, OR (iii) must possess citizenship and all other attributes established by Federal regulation to qualify for an exception to export control access prohibitions otherwise precluding the
performance of position responsibilities.


Desired Qualifications

Knowledge of federal cost principles, MSU policies, and grant and contract regulations; research administration experience in a university setting; practical experience with reviewing, understanding, and interpreting federal and non-federal sponsor regulations including proposal budget development, complex proposal submissions, interpretation of proposal language and compliance requirements of the Federal government, non-profits, university and other external funding agencies; customer service experience; good to excellent writing, communication, presentation and interpersonal skills; ability to work independently, handle multiple tasks simultaneously, set priorities, and manage deadlines in a pleasant and professional manner; previous international collaborations and solicitation negotiation experience beneficial; proficiency with Microsoft Word, Excel, and Outlook software; diverse research administration experience; Certified Research Administrator (CRA) certification beneficial. 

Experience including proposal preparation, review, and submission of moderate to complex proposals; above average troubleshooting and problem solving skills; experience with team leadership and ability to provide proficient assistance to others when requested; experience with spreadsheet and word processing software.
