Meaning, definitions and proposal for the classification of landscape features; catalog creation.
Definition, function and support of landscape features in documentation such as territorial system of ecological stability, territorial / landscape plan, land consolidation, etc.
Definition, function and support of landscape features within the CAP SR 2023-2027.
Issues of registration of existing landscape features (LPIS, Cadaster of Real Estates).
Presentation of landscape features from the user (subsidy), owner (rent) and local government (taxes) points of view.
Possibilities of establishing new landscape features and proposing new conditions with benefits for owners and users, but with regard to real support for the landscape protection and creation.
Rationale:
The current regulations of the Common Agricultural Policy (CAP) place greater emphasis on protecting existing and establishing new landscape features. For landscape features that are part of a subsidy program, it is assumed that the conditions for practical implementation are settled in the conditions of the subsidy system. It turns out that applicants for subsidies do not consider their realization, to a large extent. This is because the incentives are too low for taking risks being penalized for damage or destruction due to extreme weather, intentional interference, etc. Reporting landscape features by subsidy applicants is administratively more complicated than in the case of other areas of ecological interest (e.g. lands left fallow). Existing landscape features, such as windbreaks, terraces, rows of trees, anti-erosion ditches in combination with planting, weirs, stone piles, small bodies of water, etc., are often not eligible for subsidies, because they do not meet the spatial parameters for inclusion as landscape features in the LPIS system, despite being an important part of landscape design and also having a soil-protective and water-retaining function. Implementations of new landscape features do not meet expectations, as the current setting of the CAP does not solve the problem of fragmented ownership relations, which may cause even greater tension between users, land owners and landscape protection in future. There is no comprehensive record of landscape features. Given the above-mentioned problems, a comprehensive research, focused on landscape features, should be attempted.

Možnosti budovania/zakladania nových krajinných prvkov a návrh nových podmienok s benefitmi pre vlastníkov a užívateľov ale s ohľadom na skutočnú podporu ochrany a tvorby krajiny.
Zdôvodnenie:
Súčasné nastavenie Spoločnej poľnohospodárskej politiky (SPP) kladie väčší dôraz na ochranu existujúcich a zakladanie nových krajinných prvkov. Pri krajinných prvkoch, ktoré sú súčasťou dotačného programu sa predpokladá, že podmienky ich praktickej realizácie sú doriešené v podmienkach dotačného systému. Ukazuje sa, že žiadatelia o dotácie s ich realizáciou, v prevažnej miere, nepočítajú. Dôvodom je príliš nízka motivácia na to, aby boli ochotní podstúpiť riziko sankcionovania z dôvodu ich poškodenia alebo zničenia extrémnym počasím, úmyselným zásahom atď. Deklarovanie krajinných prvkov žiadateľmi o dotáciu je administratívne náročnejšie ako v prípade iných oblastí ekologického záujmu (napr. pôda ležiaca úhorom). Na existujúce krajinné prvky ako sú napr. vetrolamy, terasy, stromoradia, protierózne priekopy v kombinácii s výsadbou, prehrádzky, kamenné hromady, malé vodné plochy a pod. sa, častokrát, nedajú aplikovať dotačné schémy nakoľko nespĺňajú priestorové parametre pre ich zaradenie medzi krajinné prvky v systéme LPIS aj napriek tomu, že sú významnou súčasťou krajinotvorby a majú aj pôdoochrannú a vodozádržnú funkciu. Očakávaná realizácia nových krajinných prvkov stagnuje, nakoľko súčasné nastavenie SPP nerieši problematiku rozdrobených vlastníckych vzťahov, čo v budúcnosti môže vyvolať ešte väčšie napätie medzi užívateľmi, vlastníkmi pôdy a ochranou krajiny. Ucelená evidencia krajinných prvkov neexistuje. Kvôli vyššie spomínaným problémom je potrebné pokúsiť sa o komplexný výskum zameraný na krajinné prvky.
