COMPETITION TO AWARD A GRANT OF A POST-DOCTORAL RESEARCH SCHOLARSHIP (BIPD) FOR DOCTOR DEGREE HOLDER

Post-doctoral Research Scholarship (BIPD) in the field of Chemical Engineering, Environmental Engineering or a related field – 1 vacancy

Within the scope of the project POCI-01-0247-FEDER-069882 - PAPEPO, Papel Pedra Portugal - Circular economy solution for the recovery of limestone extraction and exploitation waste

The competition is open for the attribution of 1 (one) post-doctoral Research Scholarship (BIPD) for the holder of a doctoral degree, within the scope of the project POCI-01-0247-FEDER-069882 - PAPEPO, Papel Pedra Portugal - Circular economy solution for the recovery of limestone extraction and exploitation waste, taking place at the Polytechnic Institute of Portalegre, co-financed by the FEDER, through the COMPETE 2020 program, under the following conditions:

Scientific Area(s): Chemical engineering, environmental engineering or similar area.

Admission requirements:

  • Hold a PhD in chemical engineering, environmental engineering or a similar area;
  • The doctoral degree has been obtained in the three years prior to the date of submission of this application;
  • The post-doctoral research is carried out in a host entity different from the entity where the research work that led to the award of the doctoral degree was carried out.
  • The following are identified as preferential requirements:

  • Sufficient knowledge of written and spoken English;
  • Experience in research work and team spirit;
  • If the qualification has been granted by a foreign higher education institution, it will have to be recognized by a Portuguese higher education institution, under article 25 of Decree-Law No. 66/2018, of August 16th , which approves the legal regime for the recognition of academic degrees and diplomas in Higher Education, attributed by foreign higher education institutions, and paragraph e) of no. 2, of article 4 of Decree-Law no. 60/2018, of August 03rd , and any formalities established therein must be completed by the date of the contracting act.

    Are eligible candidates who comply with the provisions of paragraph b) of no. 1 and paragraph a) to d) of no. 2 of article 2 of the Research Fellowship Statute, in its current wording, as well as no. 1 and no. 2 of article 7 and article 9 of the Research Grants Regulation of the Polytechnic Institute of Portalegre.

    Work plan: The work plan to be developed during the fellowship, whose research activities do not require post-doctoral experience, reflects the scope of the project and consists of the following:

  • Assessment of residual polyethylene resources;
  • Support in the production of stone paper;
  • Mass and energy models;
  • Support in evaluation and reporting;
  • Valuation of results.
  • Applicable legislation and regulations: Law no. 40/2004 of August 18th , in its current wording, that approves the Research Fellowship Statute; Decree-Law No. 66/2018, of August 16, which approves the Legal Regime for the recognition of academic degrees and higher education diplomas attributed by foreign higher education institutions; Decree-Law no. 60/2018, of August 3rd , which proceeds with the simplification of administrative procedures necessary for the pursuit of research and development activities; Regulation no. 950/2019, of December 16th , in its current wording, which approves the Research Grants Regulation of the Foundation for Science and Technology, I.P; and Dispatch no. 7148/2020, of July 2nd , published in the Diário da República no. 135, 2nd series, of July 14th , which approves the Regulation of Research Grants of the Polytechnic Institute of Portalegre.

    Workplace: The work will be developed at the Polytechnic Institute of Portalegre, under the scientific guidance of Professor Paulo Sérgio Duque de Brito.

    Type and duration of the grant: The Post-Doctoral Research Grant (BIPD) is intended to finance R&D activities to be carried out within the scope of the project. The scholarship will have a duration of 11 months, starting until August 2022 (inclusive), non-renewable, given the project execution deadline, and under no circumstances will the scholarship be able to exceed the maximum limit of the project duration and/or or applicable law.

    Amount of monthly maintenance allowance and personal accident insurance: The amount of the Post-Doctoral Research Fellowship (BIPD) corresponds to €1.686,00, according to the table of values of grants awarded by FCT, I.P. in Portugal, stablished in Annex I of Regulation No. 950/2019, 16 of December of 2019, in its current wording, witch approves the Regulation for Research Grants of the Foundation for Science and Technology, IP (www.fct.pt/apoios/bolsas/valores.phtml.pt ), updated in accordance with paragraphs 2 and 3 of article 18 of that Regulation and the Deliberation n.º 257/2022, of the Board of Directors of the Foundation for Science and Technology, published in the Diário da República n.º 41/2022, 2nd Series, 28th of February, with effect from 1st of January 2022. The maintenance allowance will be paid monthly by bank transfer. Scholarship holders will be covered by personal accident insurance.

    Selection methods: The selection methods to be used are as follows:

    - Curricular assessment (100%)

    a) Letter of motivation (20%);

    b) Scientific component (60%);

    i. Publications (10%);

    ii. Participation in R&D activities (45%);

    iii. Participation/organization of scientific events (45%);

    c) Other relevant merits for the performance of functions (20%).

    Candidates who score less than 9.50 in the selection method(s) are considered excluded from the final assessment.

    The jury reserves the right not to award the scholarship if candidates with the appropriate profile do not apply.

    Application documents: Applications must be formalized, mandatorily, by sending the following documents:

    a) Application form, available on the Polytechnic Institute of Portalegre website at https://pae.ipportalegre.pt/repositoryInterface/infoinstitucional/recurs... menu investigation, duly signed by the candidate;

    b) Letter of motivation, duly signed by the candidate;

    c) Documents proving that the candidate meets the conditions required for the type of scholarship for which he is applying, namely, the certificate of qualifications;

    d) Detailed curriculum vitae of the candidate, indicating the date of birth, citizen card/passport number, tax identification number, tax address and e-mail address, initialed and signed by the candidate;

    e) Other documentation that the candidate considers relevant for the appraisal of the application;

    f) Document proving the country of residence, residence permit or other legally equivalent document, valid on the date of commencement of the fellowship, under the terms set out in subparagraph b) of paragraph 1 of article 14, Regulation of 950/2019, of December 16, 2019, in its current wording, in the case of third-party citizens.

    The lack of any of the documents required in the application or sending/delivering it to a location other than the one indicated in this notice, may imply its exclusion.

    Candidates who incorrectly formalize their application or who do not prove the requirements of this competition are excluded from admission to the competition. The jury has the power to demand from any candidate, in case of doubt, the presentation of documents proving their statements.

    Application deadline and method of submitting applications: The deadline for submitting applications will run between the 30th of June and 17:00 (Lisbon time) on the 13th of July 2022.

    Composition of the selection jury: the jury is composed by:

    President of the Jury: Professor Doctor Paulo Sérgio Duque de Brito

    Effective Vowels: Professor Doctor Pedro Romano and Professor Doctor Luiz Rodrigues

    Substitute Vowels: Master Luís Calado and Master Roberta Panizio

    If there is a need to replace the President of the Jury, it is safeguarded that he is replaced by the first effective vowel, with the first substitute vowel being appointed to replace the effective vowel.

    Publication/notification of results: The decision of the evaluation results will be sent to candidates by email, indicated in the application, up to 90 working days after the deadline for submission of applications.

    Hearing of interested parties: Under the terms of subparagraphs a) and c) of paragraph 1 of article 124 of Code of Administrative Procedure, approved by Decree-Law no. 4/2015 of January 7th , in this competition, the hearing of interested parties is waived in view of the urgency in the decision to select the grantee(s) and carrying out the diligence may compromise the execution or usefulness of the decision, given that the project in cause ends on June 30, 2023.

    The final results of the evaluation will be publicized through an ordered list, by final grade obtained, on the website of the IPP and GII, as well as through e-mail to all candidates, attaching, in this case and for this purpose, copies of the minutes with the deliberations of the jury.

    A complaint may be lodged against the final decision, within 15 working days, addressed to the president of the jury. Interested parties may also submit an optional hierarchical appeal, addressed to the President of the IPP, within 30 working days after the notification of the final decision, in accordance with the provisions of article 13 of the Regulations for Research Grants of the IPP.

    Scholarship acceptance: The selected candidate must express in writing, by e-mail, to [email protected] , the intention to accept the scholarship. In case of

    non-acceptance, the scholarship will be awarded to the serial candidate in the position immediately following in the final ranking order.

In order to comply with the legal obligations of financing the project, the Polytechnic Institute of Portalegre is subject to the competition process being made available to the financing entity.
