International selection procedure for the recruitment of a PhD holder

An international selection procedure for the recruitment of a PhD holder, under articles 18 and 20 of Decree-Law No. 57/2016, of 29 August, as amended by Law No. 57/2017, of July 19, within the context of the project “LOCUS: Long Covid – Understanding Symptoms, events and use of services in Portugal”.

According to paragraph 2 of article 11 of Decree-Law no. 57/2016, of 29 August, it is hereby made public that the international selection competition procedure is open for 10 working days for the contracting of a PhD holder, through a fixed-term employment contract at the National School of Public Health of the Universidade NOVA de Lisboa, for the exercise of scientific research activities in Public Health/Epidemiology/Statistics/Biostatistics, or other areas in the context of the project “LOCUS: Long Covid – Understanding Symptoms, events and use of services in Portugal”, funded by Pfizer (code: 68639655).

The opening of the vacancy procedure, as well as the appointment of the selection board, were authorised by order of the Rector of the NOVA University of Lisbon, on December 28th , 2021.

  • Hiring the doctoral candidate will be carried out under Decree-Law No. 57/2016, of 29 August, as amended by Law No. 57/2017, of 19 July, which approves a system for hiring PhD holders to stimulate scientific and technological employment in all areas of knowledge (RJEC), the Labour Code, approved by Law No. 7/2009, of 12 February, in its current wording and Implementing Decree No. 11-A/2017, of 29 December.
  • The PhD holder shall be contracted made through a fixed uncertain term work contract by legal imperative, under the terms of subparagraph b) of paragraph 1 of article 6 of the RJEC, ex vi, paragraph 2 of article 18 of the RJEC, and shall only remain in force for the period necessary to carry out the tasks specified in the project and identified in the following paragraph.
  • The recruitment of a PhD researcher is aimed to develop R&D activities provided for in the candidacy:
  • Support to the various components of planning and implementing studies, namely literature review, development of data collection instruments, among others;
  • Validation of data from quantitative studies collected during the different stages of the study;
  • Analysis of data from quantitative studies;
  • Elaboration of articles and Dissemination of results.
  • General requirements of the application:
  • National, foreign and stateless persons, holding a PhD degree in the Scientific Areas of Public Health/Epidemiology, or Statistics/Biostatistics, or other areas of Health;
  • Holders of a scientific and professional curriculum that reveals a profile appropriate to the activity to be developed.
  • If the PhD has been conferred by a foreign higher education institution, its recognition shall follow the provisions of Decree-Law no. 66/2018, of 16 August, and any formalities established therein must be fulfilled by the date of the signing of the contract.

  • Specific requirements of the application:
  • PhD degree in the Scientific Areas of Mathematics and / or Medical and Health Sciences, namely in the Scientific Subareas of Biostatistics or Epidemiology;
  • Strong skills and willingness to work on all project components, including literature review, statistical analysis, contact with partners, teamwork and project management;
  • Strong experience in statistical analysis, including in-depth experience in using programs such as R and Stata, among others;
  • Enthusiasm for multidisciplinary scientific research and interest in health research issues, including public health, preferably related to COVID-19;
  • Experience in scientific writing;
  • Domain of English and Portuguese, spoken and written.
  • Contracting:
  • The contracting is made through a fixed uncertain term work contract under the Labor Code, as a PhD, and is remunerated according to the remuneration level 33 of the 1st remuneratory position of the single remuneration table (TRU), according to article 2 of Decree-Law no. 11-A / 2017, of December 29.

  • Place of work:
  • The place of work is located at the National School of Public Health, situated at Avenida Padre Cruz, 1600-560 Lisbon.

  • The application process must be accompanied, under penalty of exclusion, by the following documents:
  • Motivation letter;
  • Detailed curriculum vitae according to the application requirements;
  • Copy of the PhD and Master certificates (diplomas);
  • Additional documents relevant to evaluate the adequacy of the profile required.
  • Candidates are excluded from admission to the vacancy procedure if they formalise their application incorrectly or do not prove the requirements indicated for the present vacancy procedure.

    In case of doubt, the selection board may require any candidate to produce documents supporting their statements.

  • Methods of selection and definition of the respective weights
  • The curricular evaluation will be performed on a numerical scale ranging from 0 to 20 and will consider the items a) and b) defined above ascribing the following ponderation: motivation letter (20%); detailed Curriculum vitae (80%).
  • If deemed necessary by the selection board, the top three candidates will be selected for an individual interview.
  • In this latter case, the curricular evaluation will have a weight of 60% and the interview a weight of 40%. The final classification of each candidate will result from the average of the evaluations provided by the selection board members.
  • In case there is no interview, the final classification will be equal to the classification obtained in the curriculum evaluation.
  • In the case of a tie, it is incumbent to the president of the selection board to choose the candidate.
  • Candidates who do not obtain a final classification equal to or higher than 10 points shall not be included in the applicants for the post, due to lack of absolute merit.
  • By Decree-Law nº. 29/2001, of February 3rd, candidates with disabilities are favored when equally classified. This prevails above any other legal preference. The candidates must declare their type and degree of disability in their motivation letter, as well as the means of communication/expression to be used in the selection process.

  • The ordering lists of the candidates as well as the homologation of the final deliberation of the selection board are made available on the website of the National School of Public Health.
  • Application deadline:
  • The applications, duly instructed with the documents referred to in point 8 of this Notice, must be submitted within 10 working days of the day immediately following the publication of this Notice in Diário da República, to the email address [email protected] , indicating in the subject of the e-mail the reference of this Notice.

  • Notification of candidates:
  • Candidates will be notified by email.

  • This Notice is published in the Diário da República, as well as in the Public Employment Exchange, at www.bep.gov.pt , on the first working day following its publication in the Diário da República, as well as on the website of the National School of Public Health.
  • In all that is not expressly provided for in this Notice, the procedure is governed, in particular, by the provisions contained in Decree-Law no. 57/2016, of August 29, as amended by Law no. 57/2017, of July 19, in Regulatory decree no. 11-A / 2017, of December 29, in the Constitution of the Portuguese Republic and in the Code of Administrative Procedure.
