Offer Description

Work Plan: The project aims to examine and explore the effects of environmental assessment on urban and regional sustainability scenarios through process and practice based analysis. The fellow has a key role and responsibility to help meet the project objectives in a collaborative manner. The aim of the fellowship is to assess the effects of SEA on environmental quality, social cohesion and economic development using SEA follow-up indicators from the 12 Municipal Master Plans and the 5 Regional Operational Programmes. Specifically, it is intended to evaluate the effectiveness of the SEA and Plan/Program monitoring indicators through a meta-evaluation of their performance; and to select the most appropriate indicators to evaluate the effects of SEA on environmental quality, social cohesion, and economic development. The fellow is expected to be responsible for (i) collecting and analysing qualitative (content analysis, interviews, participatory processes) and quantitative data and other work leading to a master’s dissertation, and (ii) writing a scientific paper.

Fellowship duration: The fellowship will last for 6 months and is expected to start in March 2024.

Mandatory requirements: A Bachelor's degree in one of the scientific areas of the call, or in related areas. Enrolment in a master’s degree or be eligible to enrol in one in one of the scientific areas in which the competition is open, or in related areas. Excellent command of the English language, spoken and written. In case of academic degrees awarded by foreign higher education institutions, and to guarantee the application of the principle of equal treatment to candidates holding foreign and national academic degrees, it is mandatory to recognize those degrees and to convert the respective final classification into the Portuguese classification scale.

Benefits

Monthly maintenance allowance amount: The amount of the grant is EUR 930,98, based on the table of values of grants awarded directly by FCT, I.P. in Portugal, and payment is made monthly by bank transfer.

Selection process

Selection criteria: Candidates will be evaluated on a scale from 0 to 20 points based on their aptitude and motivation (first evaluation stage), through CV evaluation (70%) and motivation letter (30%). An interview by videoconference will be conducted for the three highest ranking candidates. In this case, the final classification will result from the weighting of the evaluations of the first phase (70%) and the second phase (30%). The Jury reserves the right not to select any candidate if none of the candidates has the profile indicated for the position (which will imply a total final classification lower than 15 out of 20).

Form of advertising/notification of results: The evaluation results proposed by the juri will be notified, up to 90 days after the deadline for the submission of applications, by email, of the results proposed by the jury, with access to the minutes and the final ranking list. After notification, candidates will have 10 working days to comment on the draft decision (prior hearing of interested parties, under the terms of the Code of Administrative Procedure). The final decision will be taken after the expiry of the prior hearing period, again notified to all candidates by e-mail. Of this final decision the candidates can file a complaint within 15 working days (to the e-mail address used for the notification), or an hierarchical appeal, within 30 working days, addressed to NOVA.ID.FCT's Board through the address [email protected] .
