Encontra-se aberto concurso para a atribuição de 1 Bolsa de Investigação para Licenciado no âmbito do apoio da FCT NOVA à revisão do Plano Nacional de Energia e Clima e Roteiro Nacional de Energia e Clima, financiado pela Agência Portuguesa de Ambiente, nas seguintes condições:

1.    Área Científica: Engenharia do Ambiente

2.    Requisitos obrigatórios de admissão:

·         Candidatos com licenciatura (1º ciclo) na área de engenharia do ambiente, preferencialmente com trabalho a ser desenvolvido atualmente na área de avaliação de emissões de gases de efeito de estufa nos transportes em projetos alvo de estudo de impacte ambiental.

·         Os candidatos devem ter boa capacidade de trabalho em equipa, capacidade de cumprir prazos e trabalhar autonomamente.

·         Domínio de língua portuguesa e inglesa falada e escrita.

·         Os candidatos têm que estar inscritos num curso que confere ou não o grau.

3.    Plano de trabalhos: O plano de trabalhos envolve a realização das seguintes tarefas:

a.    compilação e análise das emissões de gases de efeito de estufa de projetos na área dos transportes nas áreas de Lisboa e Porto sujeitos a avaliação de impacte ambiental desde o ano de 2000;

b.    comparação, no caso dos projetos já terminados, com a procura existente e sua evolução no sistema de transporte, incluindo evolução do transporte rodoviário individual nas zonas afetadas pelos projetos;

c.     avaliação de situações similares noutras capitais europeias.

4.    Legislação e regulamentação aplicável: Lei Nº. 40/2004, de 18 de Agosto, alterado e republicado pelo Decreto-lei Nº 202/2012 de 27 de Agosto (Estatuto do Bolseiro de Investigação Científica) e alterado pelo Decreto-Lei nº 233/2012 de 29 de Outubro, pela Lei nº12/2013 de 29 de Janeiro, pelo Decreto-Lei nº 89/2013, de 9 de Julho e pelo Decreto-Lei n.º 123/2019, de 28 de Agosto; Regulamento de Bolsas de Investigação da Fundação Para a Ciência e a Tecnologia, I.P. em vigor (https://www.fct.pt/apoios/bolsas/docs/RegulamentoBolsasFCT2019.pdf ).

5.    Local de trabalho: O trabalho será desenvolvido no Departamento de Ciências e Engenharia do Ambiente da Nova School of Science and Technology da Universidade Nova de Lisboa, sob a orientação científica do Prof. Doutor Francisco Ferreira.

6.    Duração da(s) bolsa(s): A bolsa terá à duração de 3 meses, com início previsto em junho de 2024.

7.    Valor do subsídio de manutenção mensal: O montante da bolsa corresponde a €990.98, conforme tabela de valores das bolsas atribuídas diretamente pela FCT, I.P. no País (consultar Anexo I do Novo Regulamento) sendo o pagamento efetuado mensalmente por transferência bancária.

 8.    Métodos de seleção: As candidaturas serão ordenadas com base na avaliação curricular e, caso considerado necessário pelo júri, a realização de uma entrevista. Em todos os casos, a adequação do perfil do candidato e experiência na área será considerada de acordo com as funções/atividades a desempenhar. As candidaturas que não incluam todos os elementos exigidos para o envio da candidatura serão automaticamente excluídas do concurso. As fases e critérios de seleção e suas respetivas ponderações são as seguintes:

a) Avaliação curricular

i. Adequação do currículo escolar (25%)

ii Experiência na quantificação de emissões, com bonificação se estiver a realizar tese de mestrado relacionada com avaliação de emissões na área dos transportes (75%)

b) Em caso de necessidade de elementos de avaliação suplementares, poderá haver lugar a uma entrevista entre os candidatos melhor classificados no processo de avaliação. A entrevista poderá ter um peso máximo de 30% para a avaliação final passando as componentes i) e ii) a valerem 15% e 55%, respetivamente.

 10.  Forma de publicitação/notificação dos resultados: Os resultados finais da avaliação serão notificados, até 4 dias após a data-limite para a submissão de candidaturas, através de correio eletrónico, dos resultados propostos pelo júri. Após a notificação, os candidatos terão 10 dias úteis para se pronunciarem sobre o projeto de decisão, em sede de audiência prévia dos interessados, nos termos do Código do Procedimento Administrativo. A decisão final será tomada após o decurso do período de audiência prévia, novamente notificada a todos os candidatos através de correio eletrónico, cabendo reclamação da mesma, no prazo de 15 dias úteis (para o endereço de e-mail utilizado para a notificação), ou recurso, no prazo de 10 dias úteis, endereçado a [email protected] .

11.  Prazo de candidatura e forma de apresentação das candidaturas: O concurso encontra-se aberto no período de 28 março a 05 de abril de 2024. A tender is open for 1 Research Grant (Bolsa de Investigação) for candidates with a BSc degree under the support of FCT NOVA provided to the revision of the National Climate and Energy Plan and the Roadmap for Carbon Neutrality, financed by the Portuguese Environment Agency, under the following terms:

1. Scientific area: Environmental Engineering

2.    Admission obligatory requirements:

•          Candidates with a BSc degree in environmental engineering, preferably with work currently being carried out in assessing greenhouse gas emissions in transport in projects subject to an environmental impact study.

•          Candidates must have good teamwork capacity, ability to meet deadlines and work autonomously. 

•          Spoken and written Portuguese and English language domain.

•          Candidates must be enrolled on a course that does or does not confer the degree.

3.    Work plan: The work plan involves carrying out the following tasks:

a.    compilation and analysis of greenhouse gas emissions from transport projects in the Lisbon and Porto areas subject to environmental impact assessment since 2000;

b.    comparison, in the case of completed projects, with existing demand and its evolution in the transport system, including the evolution of individual road transport in the areas affected by the projects;

c.     evaluation of similar situations in other European capitals.

5.    Work place: The work will be developed in the Department of Sciences and Environmental Engineering of NOVA School of Science and Technology at the NOVA University of Lisbon, under the scientific supervision of Professor Francisco Ferreira.

6.    Duration of the grant: The scholarship shall be for 3 months, starting in June 2024.

7.    Monthly subsidy amount: The amount of the scholarship corresponds to €990.98, according to the table of values of the scholarships assigned directly by FCT, I.P: in the country (see Annex I of the new Regulation). The payment is made monthly by bank transfer.

8.    Selection evaluation: Applications will be ranked based on the curricular evaluation. If considered necessary by the jury, interviews may be carried out. In all cases, the adequacy of the applicant's profile and experience will be considered according to the functions/activities to be developed. Applications that do not include all the required elements will be automatically excluded from the application process. The phases and selection criteria and their respective weightings are as follows:

a) Curricular evaluation
                      i.        Adequacy of the school curriculum (25%)
                     ii.        Experience in emissions quantification, with a bonus if you are carrying out a master's thesis related to emissions assessment in the area of transport. (75%)

b) If additional evaluation elements are required, there may be an interview process between the best-classified candidates in the evaluation process. The interview may have a maximum weight of 30% for the final evaluation, with the others i) and ii) changing to 15% and 55%, respectively.

10. Form of publication and notification of the results:

The final results of the jury evaluation will be notified, up to 4 days after the deadline for submitting applications, by email. After notification, candidates will have 10 working days to comment on the draft decision, in a prior hearing of interested parties, under the terms of the Code of Administrative Procedure. After the prior hearing period, the final decision will be taken, and again notifying all candidates through electronic mail. A complaint process can be done within 15 working days (for the e-mail address used for the notification), or appeal within 10 business days, addressed to [email protected] .
