Researcher (3 positions)

At the Faculty of Medicine, Department of Global Public Health and Primary Care, 3 full-time (100 %) permanent positions as Researcher are available, starting early 2022. The positions are located at ”Bergen Centre for Ethics and Priority Setting (BCEPS)” and external funded through the NORAD project “Defining and integrating essential NCD interventions in national health systems” (RAF20/0032). The project has a temporary funding for three (3) years.


About the project/work tasks:

Bergen Centre for Ethics and Priority Setting (BCEPS), situated at the Department of Global Public Health and Primary Care at the University of Bergen, is an interdisciplinary research center dedicated to studying the ethics and economics of priority setting in health. It provides decision support to countries on the path to Universal Health Coverage (UHC) – in partial fulfilment of the UN Sustainable Development Goals (SDGs). BCEPS seeks to build scientific and technical capacity in the field of health care priority setting in low- and middle-income countries (LMICs) by using established methods of priority setting and applying these to concrete priority setting challenges (e.g. defining national essential health care packages) in collaboration with local partners.

The objectives for this project are to:

1.    Develop, propose or revise essential NCD UHC packages in Tanzania, Nepal and Ghana.

2.    Train national experts in health economics and priority setting. One PhD candidate and a number of Master students will be recruited from each country.

3.    Develop recommendations for integrated delivery of priority interventions in the selected countries.

BCEPS is responsible for achieving outcomes 1 & 2, while Harvard Medical School’s Brigham and Women’s Hospital Center for Integration Science in Global Health Delivery is responsible for outcome 3.

Tasks for this position:

One researcher will each lead the work in Tanzania, Nepal and Ghana. This work includes

-       Policy dialogue with Ministry of Health and other key stakeholders

-       Supervision of PhD and master students

-       Generating evidence relevant for defining and implementing an essential NCD UHC package

-       Analytic work in collaboration with the “Fair Choices” team in Bergen. This includes parametrising the priority setting model for the respective country, use results in decision making process and develop analytics according to needs in each country.


Qualifications and personal qualities:
  • The applicant must hold a PhD degree in medicine, economics or a quantitative discipline (e.g., political science, epidemiology). It is a condition of employment that the PhD has been awarded.
  • Solid knowledge of quantitative research methods for economic evaluations.
  • The candidate must have in-depth knowledge about either Tanzania, Ghana or Nepal.
  • The candidate must have proficiency in spoken and written English, and a local language for the country that the candidate applies for.
  • Personal qualities will be emphasized. The candidate should be able to work independently and interactively in a team setting, be motivated and responsible, have a great work capacity, and have commitment and enthusiasm for communication of research findings to policy makers.

The following premise forms the basis for the post as researcher:
  • the researcher will be a member of the research group of which the topic/project belongs to
  • the salary shall if possible be 100 % covered by external financing
  • the researcher shall actively contribute to attract external funding to the research project, both for her/his own position and other positions, from the Research Council of Norway, EU and other sources
  • the researcher is expected to have her/his research activity financed by the project of the researcher and the projects of the associated research group
  • the Head of Department may allocate work for the Researcher related to specific research projects
  • the researcher may participate in committee work and other administrative tasks within the University of Bergen
  • the researcher has no teaching duties, but is expected to supervise master students and PhD candidates when this is a natural part of the research activity of the research group
  • the researcher may apply for competence promotion according to the regulations for promotions
  • the basis for the position ceases if no further project funding and new law on state officials etc. on dismissal and preferential rights will be applied to permanent employees
