PhD Stipend in Multi-layered governance performance, with a focus on Danish Energy Island(s) (20-22100)

At the Technical Faculty of IT and Design, Department of Planning, a PhD stipend is available within the general study programme of Planning and Development. The stipend is open for appointment from 1 January 2023 or soon hereafter. The Department of Planning conducts research and teaching on development and planning in a broad sense, including social science aspects as well as more technical aspects of development, and with a focus on environmental, international as well as administrative dimensions.


Job description

The PhD is located within Centre for Blue Governance (CBG), Department of Planning. CBG undertakes social scientific research within fisheries, marine governance, and the development of coastal communities and regions, both internationally and nationally. Centre for Blue Governance collaborates cross-disciplinarily in the department to develop sustainable solutions and is involved in teaching in various study programmes.

The PhD project is part of the Horizon Europe project PERMAGOV (Multi-layer governance performance of marine policies). PERMAGOV aims to contribute to the realization of the EU Green Deal objectives by improving implementation and performance of EU marine policies. PERMAGOV’s project objectives are: 1) co-developing and applying a Marine Governance Performance Assessment Framework to assess how institutional barriers, formal and informal collaborations and e-governance tools enable and constrain the capability of actors to implement EU marine policies within the areas of Marine Energy, Maritime Transport, Marine Life and Marine Litter; and 2) co-producing Multi-Layered Collaborative Marine e-Governance Strategies which enhance the capability of end-users to contribute to the implementation of EU marine policies related to the four marine issue areas to achieve the EU Green Deal goals. PERMAGOV will contribute to the improved performance of marine polices and a successful implementation of the EU Green Deal objectives, by an assessment of 9 cases. One of these cases is Energy Island(s) in Denmark (under the issue area of Marine Energy), which will focus on the enabling and constraining conditions of institutional barriers and the possibilities for multi-layered collaboration and e-governance.

 The purpose of this PhD is to perform a case study analysis of the construction of (a) energy island(s) in Denmark (North Sea and/or the Baltic Sea) from a governance perspective. Together with other researchers in the PERMAGOV consortium the PhD will also contribute to the development and application of the Marine Governance Performance Assessment Framework and the co-production of governance strategies.

Your competences:

  • MSc in human geography, marine governance or another relevant social scientific discipline and an interest in cutting edge research and the marine sphere.
  • The ability to work in an interdisciplinary team and to cooperate with different researchers in the PERMAGOV consortium.
  • The ability to be involved in processes of co-production and co-creation with end-users and stakeholders from the realms of maritime industries, NGOs, academia and policymaking.
  • Knowledge of the renewable energy sector is an advantage.
  • Fluency in English is required, and Danish language skills is an advantage.

PhD stipends are allocated to individuals who hold a Master's degree. PhD stipends are normally for a period of 3 years. It is a prerequisite for allocation of the stipend that the candidate will be enrolled as a PhD student at the Technical Doctoral School of IT and Design in accordance with the regulations of Ministerial Order No. 1039 of August 27, 2013 on the PhD Programme at the Universities and Certain Higher Artistic Educational Institutions. According to the Ministerial Order, the progress of the PhD student shall be assessed at regular points in time.
Shortlisting will be applied. This means that subsequent to the deadline for applications the head of department supported by the chair of the assessment committee will select candidates for assessment. All applicants will be informed whether they will be assessed or not.

Agreement

Appointment and salary as a PhD fellow are according to the Ministry of Finance Circular of 28 June 2019 on the Collective Agreement for Academics in Denmark, Appendix 5, regarding PhD fellows, and with the current Circular of 11 December 2019 on the employment structure at Danish universities.
