The Financial Policy Officer autonomously provides specialized support and advice related to the effective management of data and information and continuous improvement of policies and procedures, which are an essential element in the delivery of financial controls and information.

 

This role ensures that data, information, policies and procedures are established and applied in compliance with government and NRC policies and procedures.  Advice on complex situations related to, for example, Travel, Relocation, Hospitality, Events, Conferences, Memberships, Delegation of Authority and Acquisition cards, is provided to internal clients, management, senior management and key stakeholders. The incumbent ensures client satisfaction by processing requests according to service level standards and without errors.

Education

Post-secondary degree or diploma in a field related to the position (i.e. accounting, business administration, etc.).  

 

Candidates who possess an acceptable combination of education and significant experience may also be considered.

Experience
  • Significant* experience in analyzing, interpretation, application and development of financial policies and procedures.
  • Significant* experience in the use of reporting tools, for example Excel, Word, BI and SAP, to maintain spreadsheets and generate reports.
  • Significant* experience in interacting and communicating effectively with clients, staff and management at different levels across the organization to address more complex issues.
  • Experience in developing training material and delivering training.

 

*Significant means a minimum of 2 years’ experience in the targeted field.

 

Experience in the use of SAP software would be an asset.

 

Awareness of Treasury Board Financial, Procurement and Contracting Guidelines would be an asset.

Candidates will be assessed on the basis of the following criteria:


Technical Competencies
  • Advanced knowledge of applicable legislation and regulations such as the Financial Administration Act and NRC’s Financial Management Manual.
  • Knowledge of Treasury Board Secretariat, National Joint Council and NRC policies, directives, guidelines, processes and systems on Travel, Relocation, Hospitality, Conferences, Events, Acquisition cards and Delegation of Financial Authority instrument.
  • Knowledge in the use of reporting tools, for example Excel, Word, BI and SAP, to maintain spreadsheets and generate reports.
  • Ability to understand complex policies, procedures and information and analyze complex situations in order to provide advice and make recommendations.
  • Ability to communicate effectively and professionally, both orally and in writing, with CBI staff, management and senior management.

Compensation

From $64,022 to $75,389 per annum. 

 

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
