We are looking for an Auditor to support the Office of Audit and Evaluation. The Auditor would be someone who shares our core values of Integrity, Excellence, Respect and Creativity. 


The Auditor reports to a Manager of Internal Audit and is responsible to assist in the planning, execution and reporting of internal audit assurance and consulting engagements. Audit engagements are carried out in accordance with NRC Internal Audit’s Risk-Based Audit Plan, which is designed to provide assurance and advice to the President on the adequacy and effectiveness of NRC’s risk management, governance and control processes.


The position requires ongoing, highly effective communications with NRC officials to obtain an understanding of the business being audited, to identify potential management control strengths, and to determine the cause of any control weaknesses. Most of the work is confidential, requiring proper observance of security provisions and professional discretion. The position provides value added support to senior management and strives for efficiency through implementing innovative approaches in a fast paced environment using advanced software tools.

The successful candidate will provide advice and recommendations on matters relating to internal controls and governance, identification of risk areas and of the means to mitigate identified risks. He/She will also assist in developing documents and briefing materials for NRC senior executives and the Departmental Audit Committee. Audit team members also represents NRC when dealing with stakeholders, other government agencies, and departments and supervise the activities of contractors and participants in various associated working groups.

Education

University degree in a related field such as (but not limited to), finance, accounting, business administration, science, computer science, economics or engineering.


One of the following designations would be considered an asset: Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP), Chartered Professional Accountant (CPA) or Certified Fraud Examiner (CFE). Other relevant designations may also be considered assets, such as an accreditation in Evaluation.

Experience

We are looking for someone with experience in the following areas: 

  • Experience in the planning, conduct and reporting on the results of audit projects;
  • Experience conducting research, risk assessments, financial analysis, and/or statistical analysis;
  • Experience collecting data and evidence, developing observations, conclusions and recommendations;
  • Experience supporting the preparation of written materials for senior management, and briefings materials; 
  • Experience supporting presentations on audit findings and making recommendations to senior management.


Assets:
Preference may be given to candidates with experience in any of the following areas:

  • Experience performing audits in a SAP environment;
  • Experience undertaking statistical analysis and utilizing data analytics and sampling software such as ACL and IDEA.

 

With regards to those who have little or no experience specific to audit project support in the areas noted above, we are seeking individuals who have similar experience in performing the tasks described but not necessarily related to internal audit projects.

Technical Competencies
  • Knowledge of current audit practices and standards of the Institute of Internal Auditors and knowledge of Treasury Board of Canada Internal Audit policy suite;
  • Knowledge of the theories principles, techniques and methodologies for internal audit. 
  • Knowledge of the principles of internal control including reporting, accountability and governance systems preferably as found in Government of Canada organizations. 
  • Knowledge of project management concepts and or practices. 
  • Ability to communicate effectively both orally and in writing. 
  • Ability to prepare reports, presentations, and briefing notes using MS Office. 
  • Ability to identify problem areas, collect and document evidence, analyze cause and effect, and develop findings, conclusions and recommendations supporting these with evidence.
  • Ability to assess risks.

Compensation

The intent of this hiring action is to staff this position at the RCO-2 level, which is a mid-career level position with a salary range of $80,523 to $111,832 per annum. 


Note: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate’s expertise, outcomes and impacts of their previous work experience relative to the requirements of the level.  As such, the initial salary could be within another level of the RO/RCO salary scale (i.e. above or below the intended level for this position).


In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
