Summary of Duties:

The incumbent provides leadership, oversight, and daily management of the team responsible for the institution’s international sponsored projects portfolio, within Sponsored Programs Services division of the Business Services/Controller’s operation. This position will oversee a large portfolio of sponsored projects, supporting research faculty and administrators across the WSU system. The portfolio will primarily be comprised of awards from non-U.S. sovereign entities, awards with sub-awards to international entities, or where the projects are conducted internationally. The incumbent will provide financial reporting oversight for over $350 million in expenditures annually and support the university’s Drive to 25 initiative.

The incumbent provides guidance and direction to their team and to the research community, to ensure compliance with the administrative and fiscal policies of the State, the University, and sponsoring agencies; they interpret, draft, and revise applicable policies in an effort to ensure the university’s internal control framework is sufficient; continuously monitor departmental business processes and propose and implement efficiencies where possible. The incumbent ensures that all sponsored projects within the international portfolio are administered to comply with all applicable rules and regulations, Washington State laws and University policies and procedures, as well as and within the legal framework of the country where the project is located. This portfolio of sponsored projects is highly complex requiring the incumbent to be adept at proactively identifying and addressing challenges and risks through an acquired body of knowledge, cross- functional partnerships, and stakeholder communications and management.

The incumbent performs strategic financial analysis and develops reports that provide oversight and monitoring of internal controls and key metrics to the Director and other stakeholders as required. The incumbent serves as an expert resource for department customers on relevant university, state, and federal policies, as well as sponsor and award terms and conditions.

The incumbent requires a thorough understanding of Uniform Guidance (2 CFR 200) and awareness of the various complexities that arise when conducting sponsored projects

internationally, and requires daily negotiation of mutually beneficial solutions to issues raised by department contacts and sponsors.

SPS serves WSU system-wide including the Pullman, Everett, Spokane, Tri-Cities, and Vancouver campuses. This position is currently eligible for remote work; the work schedule is required to primarily overlap normal SPS Office hours M-F between 8am - 5pm Pacific Time.

Required Qualifications:

  • A Bachelor’s degree in business, economics or a related field, and three (3) years of experience directly related to the duties and responsibilities specified. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

  • At least three (3) years of experience in post-award research administration.

  • Experience using software and technology applications, including Microsoft Office Suite products (Word, Excel, Access, PowerPoint) and relevant web-based applications, that improve workflow and organizational efficiencies.

  • Experience analyzing, reconciling, and auditing data.

Preferred Qualifications:

  • Working-level knowledge of WSU, state, federal and sponsor- specific laws, rules, regulations and policies. 

  • Experience administering USAID or CDC awards.

  • Certified Research Administrator, or Certified Financial Research Administrator

  • Experience using Workday, PeopleSoft, and/or Jira.
