The Workforce Program Advisor works within the Workforce Education Office, which includes WorkFirst, Worker Retraining, Basic Food Employment & Training (BFET), Opportunity Grant. The Workforce Education Office and this position support the mission of Bellevue College by providing high quality, flexible and accessible services that support student access to educational opportunities that advance pluralism, inclusion, and global awareness.

This position works under general direction and reports to the Associate Director of Workforce Education (WE).

The Workforce Program Advisor will manage a caseload of WE students and independently collaborates with students and other WE staff to provide student support and education navigation for students participating in the various workforce programs. Duties include providing technical assistance with application processes, assessing student needs, academic advising, including the development and monitoring of an education/training plan, monitoring student academic progress, navigating the college, finding available support resources at the college and within the local community, finding resolution to complex problems, and identifying and helping students overcome barriers to success. Additionally, this position analyzes data to determine student eligibility for financial aid awards and WE program participation, tracks other criteria to determine continued eligibility for participation, and processes payments. An expectation of this position is to track state and federal legislation and participate in coordinating adjustments when program rules change.

Position Salary Range: $67,669/year - $94,737/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hires start no higher than $74,436/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position may be eligible for the overtime provisions of the Fair Labor Standards Act; salaries below the WA State Salary Threshold  is eligible for overtime pay.

The Workforce Education (WE) department facilitates student success by offering personalized support services, including tuition assistance, academic advising, and career guidance. Our programs help low-income individuals and displaced workers acquire the skills needed to enter or re-enter the workforce through the college¿s professional-technical programs.

Case Management

  • Advise and maintain a WE student caseload. This includes:
    • Assisting students with completion of processes required by state agencies related to their funding source, such as Department of Social and Health Services (DSHS).
    • Determining eligibility for the program.
    • Drafting an education plan and monitoring progression to completion.
    • Monitoring satisfactory academic progress.
    • Providing academic advising based on student¿s education plan.
    • Assisting students in assessing their skills, abilities, and experience to determine education needs that will lead to employment in high demand occupations.
  • Collaborate and coordinate with the Financial Aid Office to ensure students receive the maximum aid they are eligible for.
  • Manage tuition deferment processes and authorize payments.
  • Work closely with Student Central: Enrollment Services staff to resolve registration, coding and tuition payment issues.
  • Develop and maintain a collaborative working relationship between faculty, staff, public agencies, and other organizations to provide a smooth transition for the student from the referring agency through the college admission process and into the WE program.
  • Collaborate with the WE team to develop, coordinate, and manage the orientation, intake, eligibility, navigation, resource support, student retention, enrollment and reporting requirements, and other workshops and services needed to address the unique needs of the WE student population.

Administrative Support

  • Provide accurate and timely input of student data into the student management system and the WE student database system.
  • Ensure WE compliance with reporting and eligibility requirements by maintaining proper use of forms and documentation requirements.
  • Provide WE program information to professional/technical department chairs and administrators on the specific training and educational needs of WE students.
  • Review and analyze grant programs, and recommend changes, modifications, and expansions with appropriate documentation.
  • Monitor WE enrollment goals and work with the WE Associate Director to develop or modify action plans as needed to meet stated goals.

Other 

  • Perform other duties as assigned.
  • Bachelor's degree in social services, human services, career services, or a field related to education. Relevant work experience may be substituted for the education requirement on a year-for-year basis.
  • Two (2) years of experience supporting diverse populations, low income clients, populations with significant barriers to employment and/or dislocated workers.
  • Two (2) years data entry and reporting experience. 
  • Demonstrated experience creating, organizing and presenting workshops tailored to meet the unique needs of the Workforce Education population.
  • Demonstrated experience and proficiency using student information systems
  • Demonstrated ability to create systems for tracking and reporting outreach activities, enrollment, and employment data.
  • Demonstrated ability to work independently.
  • Demonstrated experience working in a collaborative team environment with diverse employees and students 
  • Demonstrated effective customer service skills.
  • Intermediate skills in Microsoft Office.
  • Effective written and verbal communication skills; listening and problem-solving skills.
  • Work experience at a Community and/or Technical College in student services and/or workforce education
  • Experience working with adults to develop educational and/or career plans.
