Position Summary Information


Primary Purpose of Organizational Unit
The Energy Services Department consists of five groups: (1) Cogeneration Systems (generates electricity and steam, and the distribution of steam throughout campus and UNC Hospitals); (2) Electric Distribution Systems (distribution of electrical power throughout campus); (3) Chilled Water Systems (producing and distributing chilled water throughout campus); (4) Water, Wastewater and Stormwater (for the use and conservation of water, as well as the proper management of stormwater and runoff); and (5) Administration (provides GIS, SCADA, coordination of operational information technologies, strategic planning, and management functions). Together these five groups provide safe, reliable, environmentally responsible, and cost-effective steam, electricity, chilled water, sanitary sewer, reclaimed water, and potable water utility services to the University’s campus in a manner that moves UNC closer to the goals of Three Zeros Environmental Initiative.
Position Summary
The purpose of the position is to manage the water, sanitary sewer, wastewater, stormwater, and non-potable water utility systems for the University and UNC Hospitals and provide engineering management and overall responsibility for the operation and development of those systems consistent with the development plans of the University and UNC Hospitals. Ensures that these utility systems are operated and maintained to provide reliable water supply and required storm drainage for the University and UNC Hospitals while meeting code and regulatory requirements. 
This position plans, manages and conducts water resources studies, analyses, and special projects; plans and directs the work of staff and consultants; identifies and develops effective business relationships; represents the University with stakeholders, community partners, and customers and in community events and meetings regarding water resource and conservation issues. Takes action to achieve water resource and conservation goals while providing excellent customer service. Serves as the primary liaison between Orange Water and Sewer Authority (OWASA), the local water, wastewater, and reclaimed water service provider, and the University on long and short-range planning, metering, billing, and construction on or near campus property. Coordinates the resolution of water, sanitary sewer, and non-potable water issues with OWASA, UNC-Chapel Hill Facilities, consulting firms, and contractors. The position provides technical expertise to maintenance staff and contractors on maintenance and repairs. Coordinates with the Stormwater Manager to complete design reviews on capital projects impacting water and stormwater infrastructure. This position supervises water resources, stormwater management, and GIS staff.
Minimum Education and Experience Requirements
Engineer Supervisor: Bachelor’s degree in the engineering discipline related to the area of assignment and four years of related engineering experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. Architect Supervisor: Bachelor’s degree related to the area of assignment and four years of related experience; or equivalent combination of training and experience. Licensed to practice architecture or landscape architecture by the North Carolina Board of Architecture or the North Carolina Board of Landscape Architects. All degrees must be received from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
- Bachelor’s degree in the engineering discipline related to the area of assignment and four years of related engineering experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. 
- Experience designing, reviewing, or inspecting water distribution and wastewater collection systems.
- Able to understand and interpret construction drawings, specifications, design reports, and maps. 
- Able to organize data and write clear, concise technical reports. 
- Able to communicate engineering information to other engineers, maintenance staff, construction supervisors, designers, administrators, and students.
- Understanding of hydraulic principles of piped water and wastewater flow.
Preferred Qualifications, Competencies, and Experience
Bachelors degree from a four-year college or university with a major in civil engineering, environmental engineering, or a related engineering curriculum and four year of related engineering experience, including one year in an area related to environmental engineering; or an equivalent combination of education and experience. 
- Professional Engineering Licensure.
- Experience managing capital improvement projects.
- Experience with mapping, analysis, and data management in GIS.
- Experience with the civil site and stormwater design.
- Experience supervising the construction of underground pipe systems.
- Understanding of North Carolina requirements for stormwater control measures.
- Ability to interpret results from stormwater hydraulic and hydrologic models.
- Experience maintaining and troubleshooting pumps, sensors, and electronic control systems.
- Experience with onsite water and wastewater treatment systems.
Required Licenses/Certifications
Must possess a valid NC North Carolina Drivers’ License.
Special Physical/Mental Requirements
The employee will primarily work in a business office environment but will also be required to work in the field. Field work will be at construction sites, in forested areas, on steep and rough terrain, on campus, and in confined spaces such as manholes and underground structures. Fieldwork in all weather conditions is required. Must be able to walk steep and uneven terrain.
